Fire Safety Compliance Officer

Job summary

The Estates & Facilities Directorate is seeking a Trust Fire Safety Officer to join the Compliance Team to support the delivery of a safe Hospital for all users. We are looking for someone who has good knowledge of fire safety in a hospital setting, fire risk management, fire risk assessing and auditing, fire legislation including codes or practise, fire safety training, who can support Strategic Estate and Project Development plans, and advise end users on fire safety.

Main duties of the job

Job purpose

To provide fire safety advice and assistance to the Estates Projects Department in all project work, to include alarm system design, emergency lighting design, and structural alterations and new build works. To provide similar to other Trusts under any service level agreements. Oversee the input of the Fire Authorising Engineer (AE).

To undertake risk assessments and to provide specialist training and to manage the duties of the Trust Fire Risk Assessor / Training Officer and the Trust Training Officer to enable the Trust to meet the statutory requirements of Local Authorities, Building Control, the Fire Authority and NHS Firecode Directives.

To provide and update the Trust Fire Policy and Fire Strategy documentation. To provide similar to other Trusts via any service level agreements.

To provide the details of identified failings in fire safety standards to the Fire Safety Manager and to assist the Estates Department and other departments in the setting of priorities for the cost effective management of fire risks identified within the risk assessment process. To provide similar to other Trusts under any service level agreements.

To assist in the management of all aspects of fire safety to other NHS organisations as necessary through any Service Level Agreements, in terms of risk assessment and training provisions and the provision of fire policies and strategies.

Job responsibilities

  1. Providing appropriate advice on the application and interpretation of fire legislation and fire safety guidance, including Firecode and the Regulatory Order Fire Safety.
  2. Provide a point of co-ordinated advice and guidance all aspects of fire prevention and training work and the associated activities across all properties and services.
  3. To undertake and/or commission risk assessments of all properties within the ESH Trust and other Trusts premises through existing Service Level Agreements.
  4. Prepare reports and prioritise action plans following the risk assessment process to the ESHT Fire Safety Manager / Board and through Design Services and to other Trusts via any service level agreement.
  5. As appropriate, and in conjunction with the Fire Safety Manager, implement the proposals outlined within the action plan and/or assist in the co ordination and implementation of the action plan.
  6. To review and update the Trust Fire Policy and Trust Fire Strategy as necessary providing this documentation to the Fire Safety Manager for Board approval as required.
  7. To liaise with the fire authorities and statutory bodies on all aspects of fire precautions and legislation to ensure that such recommendations are incorporated as appropriate, and to maintain fire standards throughout the Trust.
  8. To design and implement the training programme of fire lectures, drills and all aspects of fire training in normal and outside normal working hours, e.g. night shifts and to provide the staffing input to Learning and Development to ensure their mandatory training days receive suitable coverage.
  9. To monitor the uptake of and numbers completing the Trust on-line training program and as necessary update the program in conjunction with elearning.
  10. To implement and manage the practical and local fire training regime in all areas of occupancy within the Trust premises and within other Trusts via any service level agreement.
  11. Monitoring the activities of Contractors engaged on works within Trust premises to ensure that fire safety standards are maintained in construction works.
  12. To provide current information on fire safety standards to the Trust Fire Safety Manager, AD EFM, Estates Managers.
  13. Working on a multi-disciplinary team basis, establishing joint recommendations and responsibilities for the application of determined policies that are affordable and in the overall best interest of the patients.
  14. Making recommendations and establishing priorities for fire prevention measures to ensure compliance whilst working within established budgets.
  15. To produce the Annual report on all fire matters, including alarm activations, fire occurrences, deficiencies, suggested improvements and fire training to the Trust Board.
  16. Through the risk management process to ensure that all fire fighting and fire alarm equipment is maintained in accordance with statutory requirements.
  17. Commission external contractors to undertake routine maintenance and repairs.
  18. To ensure adequate fire safety signs and notices are displayed and to advise Maintenance and Design Services where there are deficiencies.
  19. To provide direction / assistance for the department administration assistant in regard to the input of training records and the records of attendance to fire lectures and drills onto Trust data bases.
  20. To receive copies of full monthly records and to advise the Fire Safety Manager, Service Directors and departmental managers of necessary actions so that steps can be taken to improve attendance at mandatory fire safety training.
  21. To investigate causes of fire and prepare a report on the circumstances and make recommendations to prevent further incidents.
  22. To maintain liaison with Fire Service and Local Authority Building Control with regard to the inspection of buildings, and to prepare a report of such inspections on the action taken/recommendations.
  23. Whilst undertaking risk assessments, audits or other visits to ensure any serious defects found to implement as necessary any life risk safety actions and to ensure a report is forwarded immediately to the relevant officer/department to ensure that any further remedial work is undertaken to correct any defect within a given time.
  24. Working with the Estates Managers to establish and carry out an annual review of the 5 year forward maintenance register for fire protection systems.
  25. Prepare an annual forecast of expenditure required to meet fire safety standards in Trust properties reporting for inclusion on the Directorates Capital Works programme.
  26. To design, monitor and update the Trust on-line training program in conjunction with the Trust Workforce Education and Development.
  27. In support of the Head of Projects, contribute to the all new/upgrading schemes and works taking place in relation to the fire precautions, content and work/risk effect to site services.
  28. To continue to manage the provided solution to the high number of unwarranted fire calls made by the Trust, and liaising with the Enforcing Authority in the implementation.
