The Contract Manager is responsible for supporting the Deputy Associate Director of Procurement in the planning, organisation, management and delivery of the of the procurement service so that the department provides an efficient, effective and responsive service maximising best value for money whilst complying with relevant legislation.

Main duties of the job

Day-to-day operational responsibility for the delivery of an expenditure control programme aimed at providing genuine cost improvements across all levels of Trust influenceable non-pay expenditure. Key within this will be supporting the delivery of the Carter objectives. This will include identifying and generating financial savings for the Trust through focused contract negotiation around all goods and services.

Deliver work programmes that may impact across other departments and effect service delivery. Work closely with end users to ensure the delivery of these programmes causes the minimal possible disruption.

Facilitate and manage procurement processes, tendering, negotiation, contract award and on-going contract management. Co-ordination and management of agreements to ensure that service levels and price competitiveness is maintained or enhanced.

Provide advice on all procurement related issues to all levels of staff and discuss detailed contractual issues on a wide and varied portfolio with Trust staff and suppliers to ensure that contractual terms and obligations are fully understood and that both financial and supply risks are minimised.

Provide expert advice to the Divisions/CBUs on the compliant procurement options available to them for best value for money procurement of supplies and services required to support and enable the delivery of Trust services.

Essential

  • Minimum three years' experience working at a senior purchasing level
  • Full membership of the Chartered Institute of Purchasing and Supply (CIPS) or equivalent, relevant experience

Experience and Knowledge

Essential

  • Experience of working under pressure to strict deadlines, prioritising own workload, and that of others.
  • An understanding of current legislation (PCR 2015) with competitive tendering and contract awards.
  • Experience in the letting and managing of complex contracts for a wide and varied portfolio with contracts in excess of £1m
