Job summary

Hertfordshire Partnership University NHS Foundation Trust have an exciting opportunity for a Fire Safety Manager to join our team.

Working as part of a multi-disciplinary Estates team, the role reports to the Compliance Manager and is responsible for the delivery and technical expertise of the Trust compliance with Building and Fire safety including managing relevant capital projects in accordance with Trust standing Financial Instructions and Managing Contractors policy. Overseeing works by contractors and consultants working on behalf of the Trust (but not limited to).

You will have a proven track record of providing NHS (or similar) Fire Safety Management as well as being an inspirational leader who takes pride in stakeholder engagement.

Main duties of the job

Hold the position of Trust Fire Safety Manager in accordance with the requirements of Healthcare Technical Memorandums and the Regulatory Reform (Fire Safety) Order 2005 (RRO).

Be accountable to the Estates and Facilities Compliance Manager and will be professionally responsible to create and maintain an estate that delivers the right environment to support the provision of high-quality healthcare and the wellbeing of staff, and to make the Trust an employer of choice through meeting the needs of its people and ensuring goods and services are provided competitively.

To research and interpret legislation and ensure the effective translation into policy and procedures, coordinate their practical application, and make clear recommendations to the Senior Management in relation to the approach to be taken to develop compliant management arrangements.

Plan, prepare and deliver fire training across the Trust ensuring it is tailored to meet the operational and legislative needs of all departments across the Trust and ensure that all parties are aware of their statutory duties as appropriate.

Develop and Implement the Trust Fire Safety Policy and strategies including arranging and reporting on evacuation drills, undertake fire risk assessments on all Trust Premises, with other day to day fire safety related matters.

  • The Fire Safety Manager will act as a focus for all fire safety matters in the organisation with accountability for fire safety matters reporting up to the Executive Director of Finance (Director with fire safety responsibility).
  • By the provision of competent advice, assist (and where required to the Group Fire Safety) in providing and maintaining levels of fire precaution within Trust premises in line with NHS Health Technical Memorandum 05:01 (HTM05:01) requirements (Have a good understanding of HTMs Stakeholder mapping and engagement), and maintaining good relationships with the Local Fire Brigade.
  • As the competent person for fire, the post holder will ensure that that the Trust complies with all aspects of the Regulatory Reform (Fire Safety) Order 2005 (RRO) legislation and will work closely with all relevant parties within the hospital and externally to ensure the provision of a fire safe environment for patients/staff/visitors and to facilitate sustained care and well-being in relation to fire safety.
  • Provide technical advice to the Capital Project Team, including the design team and feedback on proposed design plans. Design and produce reports to suit relevant stages of the projects. Attendance at regular meetings with Project team, design team, programme, risk reduction and clinical stakeholder teams. Deliver projects within the framework of risk, sustainability and environmental considerations agreed at the outline business case stage, while maintaining focus on time, cost, and quality.

Duties and Responsibilities

  • Ensure compliance with all statutory requirements: Reform (Fire Safety) Order 2005, Building Regulations, British Standards, CQC, HSE and implement relevant assurance systems and to demonstrate compliance in line with HTM05:01 fire safety management structure.
  • Schedule and conduct a program of fire risk assessments using:
  • PAS 79 PAS 79-1:2020 Fire risk assessment. Premises other than housing, and PAS 79-2:2020 Fire risk assessment. Housing. Code of practice (published December 2020) across all Trust occupied or owned premises.
  • Formulate and deliver a suitable programme of fire safety training to the whole of the Trust workforce. Methods to include e-learning, remote training using Microsoft Teams and face to face training methods as appropriate including specialist methods where appropriate such as the use of Evac-Chair and other associated evacuation equipment.
  • To arrange and carry out fire drills/evacuations annually at agreed times in conjunction with the relevant Managers.
  • To maintain records of all training, drills and risk assessments carried out on all Trust premises.
  • Fire Safety Manager to produce and regularly review the Trust fire related policies, procedures, and strategy updating where appropriate and communicating to all Trust employees.
  • Develop policies and protocols to support the projects that are consistent with Trust standards.
  • Maintain comprehensive records of all fire incidents and investigations.
  • Compile monthly and annual fire safety statistics, analyse and produce reports to inform the Fire Safety Manager, Fire Safety Committee and Trust Board.
  • Act as Trust representative in meetings with the local fire authority, liaison with Authorising Engineer (Fire).
  • Make appropriate recommendations for future safety and to minimise unwanted fire signals based on the recorded information.
  • Manage and supervise the adequate provision, siting and maintenance of firefighting equipment, life safety systems e.g. emergency lighting, fire safety signage and systems, ensuring all required records are maintained in a current state through audit and due diligence to confirm compliance
  • Reporting of non-compliance with legislation, policies, and procedures to the Fire Safety Group and other safety reports.
  • Ensuring that suitable fire safety audits are undertaken, recorded and the outcomes suitably reported with the Trusts governance & assurance frameworks.
  • Provide project management leadership and expertise to the individuals in the Capital Project team (including consultants and advisers) and ensure that the leads have clear responsibilities, priorities and timescales and track delivery.
