Job summary

Job summary

Provide Pathology expertise and be responsible for the operational management of Pathology services. This will include Biochemistry, Cellular Pathology, Microbiology, Haematology, Blood bank and Point of Care testing. In addition to leadership and management, the post holder will be expected to retain a practicing knowledge of at least one modality.

The Pathology Clinical Services Manager will be responsible for the clinical and operational management of Pathology Clinical services within the Trust. The post holder will organise, direct and evaluate all aspects of the Pathology service, ensuring the delivery of effective services to patients in line with the Trust and Directorate strategy and vision.

Main duties of the job

To work with the Clinical Director and Directorate Manager to develop and support implementation of the Directorate strategy, contribute to business planning for the development of Pathology services, evaluating opportunities and impact on service delivery and assessing impact of local and internal service plans on Pathology.

To lead on the implementation of new ways of service delivery, adopting new roles and working practices which will improve patient experience, staff satisfaction and departmental performance.

To be responsible for effective modality structures, with robust management, delivering a safe, resilient cost effective county wide service among all Pathology departments.

To promote a culture of excellence and efficiency, adopting Trust behaviors to support performance delivery. To take responsibility for the appropriate clinical and professional aspects of Pathology services.

To be responsible for ensuring Governance and Quality assurance programmes are robust and compliant with all statutory regulations. Ensuring there are regular reviews of policies and risks.

To lead and support the Directorate in achieving ISAS accreditation.

To be responsible for the provision and analysis of performance data in support of clinical activity and service delivery, KPI`s, Divisional and Directorate meetings, CCG`s, NHSI, NHSE, CQC, Model hospital returns and participation in National Benchmarking.

To be responsible for maintaining a county wide equipment asset register and advise the directorate with respect to equipment replacement requirements.

To be responsible for ensuring there is a maintained plan for the assurance that there is maintenance and testing on all imaging equipment regularly recorded and evidenced and that any concerns are escalated through correct process.

To take lead responsibility for development and adaptation of appropriate and effective clinical IT systems within the directorate.

To ensure effective monitoring to enable capacity management and to provide advice to the Directorate on staffing levels and skill mix.

To maintain and update knowledge of technical and clinical developments in diagnostic imaging to ensure personal and professional development and service progression. To attend professional training/development courses and conferences as appropriate, providing feedback to benefit or enhance the service.

To take a key role in establishing systems for risk management, health and safety and Pathology specific issues.

Have a flexible attitude towards the hours of work and participate in work and duties as required relevant to the directorate.

To be responsible for the compliance of all Pathology EQA regulations

To be responsible for ensuring business continuity plans are in place for all Pathology disciplines

Leadership and Management:

To ensure clear communication to the Heads of Departments and other appropriate personnel across the Pathology sites.

To ensure that appropriate documentation is maintained for the laboratory managers, and any other staff directly managed, for the purposes of payroll and absence etc.

To achieve agreed set objectives.

To liaise with the clinical director and Directorate manager when appropriate.

Quality:

To be responsible for the development of standards of pathology techniques and processes, ensuring supporting SOP`s have been agreed through Governance process

To advise on and be responsible for ensuring that quality systems, standards and initiatives in accordance with Pathology policies are being undertaken.

To ensure and be responsible that complaints are properly investigated and dealt with and that a report is made available for the Directorate manager.

To assist with, develop and maintain protocols and quality standards liaising with others as appropriate.

To participate in audit and analysis of information, providing accurate reports and information.

Finance, Information, and Resources:

To be responsible in conjunction with the Directorate management team for effective budgetary control, pro- actively contributing to budget setting, highlighting cost pressures and ensuring all staffing establishments are accurate.

To maximise income for the Pathology service by maintaining efficient information and reporting systems.

To be responsible for the procurement of supplies and maintenance assets, ensuring cost effective management, acting as a point of contact for the supplies teams and others for county wide contracts.

To be responsible for the provision of service information for the Trust, Directorate and appropriate service users, for the purposes of contract management, capacity planning, performance and DoH requirements.

Professional, Education and Training:

To be responsible for own registration with the HPC. Statutory and Health and Safety:

To be responsible for ensuring that all Trust, Unit and Directorate policies relating to Health and Safety, COSHH, Security and other policies are updated and communicated to Heads of Department. To attend compulsory training as instructed.
