Job summary

To take the lead within the department on all aspects relating to ICT Services management. The post holder will be expected to work closely with key stakeholders, and play an influential role with respect to:

Be responsible for the management and engagement, of the outsourced IT suppliers to the Trust and all 3rd party system suppliers, ensuring levels of service meet and exceed SLAs and ensuring the continuity of IT services.

Be the primary point of engagement of our Delivered IT Services for with staff across the Trust, engaging at all levels of the organisation to ensure service excellence.

Providing strategic vision within the department to enable the creation of high-level roadmaps for delivery of desired technologies architecture ensuring risks to the Trust are appropriately mitigated.

Understand the policy and strategic direction of the trust and wider NHS with respect to Digital and align work streams accordingly.

Lead on the production of ICT roadmaps ensuring that IT systems and underlying platforms are kept up to date, cyber safe and remain supported.

Managing third party software vendors and lead on contract negotiations and the ongoing monitoring and management of contracts.

To keep abreast of advances in digital technology that may be of benefit to the trust.

To deputise for the CTO as required.

To ensure that digital solutions and systems are available and fit for purpose for staff within the trust to support the care of patients

Main duties of the job

Provide effective and visible leadership and direction at all times in the operation and delivery of all IT systems.

Proactively and positively support the Chief Technology Officer (CTO) by contributing to Trust planing & development and providing digital services & solutions leadership across the Trust.

Develop, implement and maintain a Service Level Management process that includes operational service level agreements, and regular service reviews with internal customers (end-users) and external vendors.

Continually look for methods of developing smarter ways of working, for example new technologies, root cause analysis of commonly occurring problems and high severity incidents.

Cotribute to the development of Trust digital policies and procedures to help reduce risks to the Trust, its staff and patients.

Support the CTO in provision of routine and ad-hoc reports, plans and risks to Trust Board, Trust Leadership Team, Digital Strategy Group and other bodies to ensure digital issues are understood and responded to in an appropriate manner at all levels of the organisation.

Represent the Digital Division at ICS levels and regional level where appropriate, developing partnerships, sharing best practice and integrating knowledge within the Trust.

Write and present business cases to secure ongoing funding for IT Digital Infrastructure, systems and solutions.

  • Act as the technical representative of Digital ICT Services for major transformation projects, providing appropriate challenge and input to ensure plans are robust, well developed and evidence based.
  • Regularly initiate formal research and development activity to appropriate standards to ensure best fit of emerging technology to the Trusts business requirements.
  • Work with the outsourced IT supplier to ensure that the development and ownership of IT Service Catalogue for all standard IT services along with related service levels
  • Ownership of service delivery budget and accountable for the cost of IT service delivery
  • In conjunction with the outsourced IT supplier produce and maintain technology roadmaps and strategies for all aspects of networks, server technology, virtualisation, information security and application delivery ensuring that it is consistent with the overall trust ICT strategy.

Knowledge, Training & Experience

The postholder will have experience working at a senior level within a large organization and will likely be an existing Head of department or similar ideally within a NHS healthcare setting. Additionally, the role will require extensive experience managing large teams of both technical and non-technical staff. Experience of staff management including recruitment and staff development and performance management is expected as is experience of multi million pound departmental budget management.

Extensive experience in IT leadership are expected along with a broad knowledge of IT covering applications, hardware, cyber security and networking. The postholder will be a strategic leader but will also be comfortable having detailed technical discussions and will act in an advisory capacity to assist with Operational issues. Experience of project management is expected, and applicants will likely be qualified in MSP or Agile,

Expert knowledge of national and local NHS targets and performance indicators associated monitoring processes, and their application to the Trust (or strongly demonstrate willingness to learn about these) Expert knowledge of Information Governance, Data Protection legislation and Caldicott principles, GDPR and the Freedom of Information Act. Qualifications

Essential

  • Masters Degree or equivalent qualification in an IT related subject. Experience of working at a senior level within an IT department. Evidence of continuing professional development. A qualification relating to best practice in IT management methods, such as ITIL. Evidence of specialist knowledge, expertise and experience in ICT, project management, software development, service improvement and transformation. A clear understanding of improvement techniques and opportunities for clinical redesign enabled by effective use of technology Knowledge of GDPR and its impact on IT and information management within the organization.
