Job summary

This is an exciting opportunity to work in the NE Essex system focusing on mental health and wellbeing service improvement programmes. This is an integrated post working collaboratively with EPUT, the ICB and wider system partners. This post will enable the post holder to work alongside the leadership team and front line staff and lived experience ambassadors to make an impact on mental health improvement and the impact of health inequalities of the residents of NE Essex. The post holder will be required to be an excellent communicator and project management experience.

Main duties of the job

You will need to be an excellent communicator who is confidential and flexible. You will be working with a range of individuals including Directors, clinicians and front line staff and project managers.

The post holder will be a key member of the care group and Suffolk & North East Essex Integrated Care Board (SNEE ICB) Mental Health Transformation Team, and will be required to have a positive approach to changing demands in the environment and processes within the system.

The post holder will be responsible for the service improvement programmes for the North East Essex system wide mental health provision and have joint responsibility with the leadership team for successful achievement of the local transformation agenda. This will include providing project management resources, advice and capacity for implementation of projects, including benefits, evaluation and outcome measures. The post holder will be expected to take ownership of resolving programme delivery issues across the system.

Job responsibilities

Leading transformation programmes reporting to the care group and SNEE ICB governance structures and forums as appropriate and interact with local care group operational leads.

Ensure processes are in place to meet quality standard indicators across the system.

Engage with frontline services and patient ambassadors to ensure that opportunities for service transformation and improvement are identified.

Translate local and national transformation programmes into local improvement through co-ordination, facilitation and leading projects.

Be responsible for the development of transformation service plans that are consistent with the strategic aims, objectives and vision of the Trust and those of the SNEE ICB.

Ensure business cases are produced, and services are developed, taking into account: activity, income projections and appropriate service models.

Assess the impact of any service re-design programme at care group and service level, including robust processes for measuring the delivery of benefits associated with each project.

Act as a service improvement driver and provoke positive change in the delivery of services.

Monitor projects across services, ensuring robust project management discipline in the delivery of names transformation programmes.

Provide project management capacity to organise the delivery of high priority projects.

Support management teams in having sufficient capacity and capability to ensure programme objectives are successfully delivered.

Support the contract negotiation process annually, ensuring that programme objectives are in line with contractual agreements and ensures these are achievable.

Develop a range of communication mediums to ensure Directorate; Service and SNEE ICB are apprised of local programme issues.

Work with performance and information analysists to capture programme critical indicators.

Escalate risks and issues to the management team as part of the programme management reporting process.

Triangulate and rationalise programme information requirements to ensure requests are managed and achievable.

Provide local intelligence and awareness throughout the design and implementation of the transformation strategy.

Support the implementation of service transformation and re-design plans and evaluate the impact on service delivery within community services.

Work collaboratively with service managers in the initiation of service improvement response action plans and the implementation of key project deliverables, as part of relevant transformation programmes.

Provide change and project management support for project leads as needed to ensure successful delivery of projects.

Analyse project information to produce a programme view of milestones, deliverables and dependencies, making recommendations to project leads and service managers.

Make recommendations and develop solutions for overcoming or minimising the likelihood or impact of identified risks.
