Job summary

To support the Trust FM function in the monitoring, planning and scheduling of both the PPM and reactive workloads for both in-house staff and Contractors. The post holder will have specific responsibilities for the oversight of the administration and operation of the Computer Aided Facilities Management (CAFM) system from an operational maintenance perspective. Reporting into the Trust Chief Engineer, the post holder is responsible for the safe delivery of planned preventative and reactive maintenance tasks ensuring all work is completed in accordance to agreed methods, RAMS, SLAs and clinical expectations.

Main duties of the job

  1. Delivery of Maintenance (reactive and planned) and project activities as allocated, ensuring all work is completed in accordance to agreed methods, RAMS, service level agreements and clinical/patient
  2. Technically appraise contractors who have been invited into the Trust to undertake maintenance activities.
  3. Working closely with the CAFM resource planners to prioritise and effectively assign workload across the team including coordination with projects, backlog and contracted
  4. To develop and maintain effective communications, team working within a continuous improvement culture relating to the CAFM and helpdesk
  5. To ensure delivery follows agreed documented process and practices and to update department SOP's in line with ISO quality management system
  6. Ensure data quality standards within the CAFM are maintained and issues and risks are robustly escalated in a timely
  7. Engage with the estates quality manager to ensure the 3i system information is up to date and fully supportive of the maintenance strategy including property lease responsibilities, manuals, risk and asbestos
  8. To support the Trust Chief Engineer to manage services to a compliant standard, analyse and optimise services and make recommendations for asset repair/replace strategies (including condition reports).
  9. Have oversight of all minor works and ensure contractors are meeting the required
  10. To ensure SOP's (standard operating procedures) are available for each of the maintenance critical systems

Job responsibilities

  1. To provide leadership, direction and staff support to staff working within the CAFM team and the wider Trust engineering provision.
  2. To implement and monitor the service objectives, including agreed continuous improvement targets and service efficiencies.
  3. To ensure staff have regular 121s where individual objectives are discussed and the agreed resource plan reviewed.
  4. To support the implementation of ISO9001 and ISO14001 as the Trust quality management systems.
  5. To ensure compliance with all statutory standards operating within the estates, facilities and capital development services. To ensure the agreed systems are operating at their optimum level, to identify and manage risk, including complaints and follow-up actions.
  6. To ensure all statutory and mandatory requirements are supported, including, but not limited to; Health and Safety, Fire Prevention, Environmental Health and COSHH, asbestos and legionella.
  7. To ensure that all estates contracts are well managed, provide value for money and control expenditure within the agreed budget.
  8. To be responsible and accountable for the maintenance and effective usable CAFM reports.
  9. To support the development of information systems within the Estates and Project Office functions.
  10. Ensure that the maintenance standards are set and monitored for every area of work via robust review mechanisms.
  11. Individual performance reviews are undertaken for all accountable staff in accordance with the Trusts Appraisal and Development Policy and timetables. The regular review process will pay particular attention to the staff development and training needs.
  12. That effective communication is maintained with all accountable staff through individual meetings, team brief and open and effective dialogue.
  13. The post holder will be expected to undertake ongoing Personal and Professional Development commensurate with the duties of this post
  14. To support he Trust Chief Engineer in ensuring that all aspects of estates maintenance related matters are managed effectively by the Trusts Estates maintenance team
  15. To ensure the maintenance plan is up to date and fully implemented on time and within budget
  16. To take part in the Estates and Facilities Management on-call rota at a frequency to be defined according to staffing levels but no less than covering 1 week in 6.

  • A professional engineering qualification in line with the requirements of this role HNC/D or degree.
  • Degree
  • Able to evidence continued professional development & post graduated study to master lever or equivalent.

Knowledge

  • Significant post professional qualification experience
  • A full understanding of current legislation relating to Estates and Capital Planning issues and regulations
  • In depth knowledge and understanding of NHS Policy and technical guidance, ability to interpret this in order to implement across the Trust

Skills/Experience

  • Ability to interpret and implement with minimal guidance, a wide range of complex health policy and technical guidance to ensure that appropriate national policies, strategies and guidance are implemented across the Trust.
