Job summary

The Children's Learning Disability Service have an exciting opportunity for a Band 8a Clinical Manager to join the teamYou will lead the operation and development of the Children's Learning Disability Service (CLDS) for Essex, Southend and Thurrock with overall management responsibility for the delivery of the clinical model, business planning, budget management and staff management to enable delivery of access, activity, finance staff performance and quality targets.You will be expected to work collaboratively with key partner organisations, service users, carers, clinicians and other practitioners within the multi-disciplinary team in delivering services.A key part of this job role will be overseeing the execution of the teams recent transformation from a North-Essex only provision, into a county-wide service across the Southend, Essex and Thurrock footprint. This will include deliverance of targets in line with the Transforming Care Agenda and the NHS 10 Year Plan.We are looking for experienced, enthusiastic and highly motivated candidates to drive this forward and would welcome applications from those who have extensive clinical experience in the field of Learning Disabilities.

Main duties of the job

You will lead the operation and development of the Children's Learning Disability Service (CLDS) for Essex, Southend and Thurrock with overall management responsibility for the delivery of the clinical model, business planning, budget management, and staff management, to enable delivery of access, activity, finance, staff performance and quality targets.

You will be expected to work collaboratively with key partner organisations, service users, carers, clinicians and other practitioners within the multi-disciplinary team in delivering services; providing a 7 day a week, 24 hours a day service for 365 days a year.

KEY RESPONSIBILITIES CLINICAL

To deliver the service model for the Childrens Learning Disability Service

To be responsible for the overall delivery of a range of evidence based interventions to patients based on identified needs, review the effectiveness of care packages and discharge patients back to primary care / other providers in a timely manner.

Ensure patients are seen in a timely manner by the right person, at the right time, in the right location

Implement a team approach to case management where practitioners are not isolated in decision making and have the ability to access a range of expertise to inform decision making.

Work collaboratively with Senior Clinicians, to take joint responsibility for supervising and managing the Childrens Learning Disability Service casework using the Zoning Risk Management Tool where indicated.

Promote and deliver the Transforming Care Agenda, supported by National policy and research which recognises that high quality specialist community services can help support individuals with a learning disability within their homes and localities, and prevent breakdown of placements and acute hospital admissions.

Ensure the efficient and effective operation of the service, managing budgets, matching resources to need, and coping flexibly with workload pressures.

Work collaboratively with the Business Support Manager, to establish and manage operational systems which highlight early warning of deviation from financial/activity targets, and initiate corrective action.

Assist in planning and managing the implementation of projects to improve facilities and working practices, as agreed with the Operational Service Manager.

Ensure that through implementing effective performance management that all key targets that have been identified by the Trust are met Financial and Resource Management.

Work with clinical staff to best deliver access, activity, finance and quality targets.

Work with Operational Service Manager to assist in delivery of cost improvement through service improvement and cost releasing savings.

Responsible for ensuring value for money within the service, reviewing the skills mix, balance and deployment of resources as necessary.

Undertake proactive financial role, establishing strong financial leadership within area of responsibility Workforce Planning, Management and Development.

Ensure there are effective staff performance management systems in place.

Support the teams appraisal system, ensuring that all staff participate. Compassionate Empowering Open.

Ensure development and training requirements identified through the appraisal process are fed into the Trust Training and Development Programme.

Implement and follow all Trust HR policies and procedures.

Assist in the selection of staff in line with Trust procedures, ensure that staff are appropriately inducted, receive appropriate supervision, and staff as well as yourself, are compliant with mandatory training requirements.

Participate in disciplinary investigations, and processes. Information Management.

Support the development of a culture that uses information to develop services and understand outcomes with the designated area of responsibility.

Develop and implement information reports that assist in the management of the team and activity.

Assist in the setting of quality standards within the services and the design processes to support them.

Work with the Trust Governance Team to ensure robust systems and programmes are established within the team to monitor and deliver clinically effective high quality services.

Assist in taking responsibility for the organisational management of service improvement projects or initiatives for the service, development of project plans, and delivery of aims and objectives of each individual projects.

Work with the Patient Advocacy Liaison Service (PALS) to support patients and relatives in the speedy and satisfactory resolution of service queries and complaints.

Work closely with clinical staff and the Senior Management Team in the investigation of serious incidents and complaints, taking a lead role in the agreement, organisation and implementation of effective action plans to ensure the service has improved. Other Lead Trust wide and local transformation projects as required.

Qualifications

Essential

  • RNLD, RMN or other clinical professional qualification with appropriate post registration experience in Learning Disabilities and/or Mental Health care.

Desirable

  • Formal management development, e.g. DMS, CMS, etc

Work Experience and Attainments

Essential

  • Operational management experience working in Learning Disabilities and/ or Mental health as a Team Leader at Band 7 or equivalent.

Desirable

  • Experience of working at the level of a senior professional practitioner.
