Job summary

An exciting opportunity has arisen for a Clinical Service Manager to help develop and shape a new model of mental health care that breaks down current barriers to care, is non-restrictive, co-produced, culturally sensitive and accessible. The service will run 24hrs a day, 7 days a week for people residing in the catchment area offering open access to a range of psycho-social- medical Interventions at every stage of their wellness journey, this includes short term Hospitality stays for those in crisis, and community based offers that are embedded in the neighbourhood. We will work in partnership with Look Ahead Housing Association, the Tower hamlets VCSE Alliance, experts by experience, in a new fully integrated community mental health centre based in Bethnal Green and serving PCN1.

We are one of six pilot sites in England and intend to reshape care and return to the values that made us health care professionals in the first place.

Main duties of the job

We are looking for a person who has significant experience of managing multidisciplinary teams, mental health, service development, project management and strong partnership working. Integral to the role and ethos of the service is a commitment to co-productivity and the eradication of a "them-and us" culture, a removal of barriers that hinder good care, ensure compassion, empathy and relationship building as the primary focus.

The Clinical Service Manager is responsible for the strategic, clinical and operational leadership of the Tower Hamlets Coventry Road Pilot project, ensuring delivery of high quality, modern, patient-centered services. This is a pilot project aimed to establish and test out a new model of care that breaks down current barriers to care, is nonrestrictive, co-produced, culturally sensitive and accessible. The service will run 24hrs a day, 7 days a week for people residing in the catchment area. It will offer open access to a range of psycho-social- medical Interventions at every stage of their wellness journey, this includes short term Hospitality stays for those in crisis, and community based offers that are embedded in the neighbourhood.

Working collaboratively with residents in PCN One and across VCSEs, social care, primary, mental health and acute services the post holder will support service delivery. This includes working closely with NHSE colleagues, implementing and managing systems and processes to ensure that the service delivers in accordance with the agreed outcomes set out for the service and ethos of the project.

The team is multi-disciplinary and multi-agency and committed to co-production, facilitation and liaison with service users, local residents, local VCSE, health and social care services in order that people with co-occuring physical and mental health conditions, experience good outcomes for their mental health. Additionally the team provides specialist input where this is required.

The post holder will facilitate the setting up of the project, lead the team, coordinating its specialist and strategic health facilitation roles, and will be expected to manage budgets and balance clinical and operational demands with future planning developments and management of associated change.

Essential

  • Master's degree level qualification in management or health related subject or equivalent knowledge.
  • HCPC/NMC Professional Registration

Experience

  • Substantial clinical experience working with people with mental health difficulties and crisis work
  • Extensive and demonstrable experience at management position
  • Experience of working with relevant legislation e.g. Mental Health Act, Care Act, Mental Capacity Act, 2005;
  • Experience of strategic planning and management of change engaging all key personnel, monitoring and evaluating outcomes
  • Proven ability to interpret Clinical Governance and risk management systems
  • Experience of managing a service budget
