Job summary
An exciting opportunity exists for an Inventory and Supplies Manager to work within the Procurement and Supplies Department of the University Hospitals of Leicester NHS Trust.
The Procurement and Supplies function is responsible for the purchase and distribution of c£250m of goods and services for Trust each year.
This role requires a strong customer focus and requires close working relationships with key stakeholders across the Trust, both clinical and non-clinical.
Main duties of the job
The post holder will support the Head of Procurement and Supplies in the leadership, development and direction of the Supplies function and the ongoing execution of the Procurement & Supplies Strategy, specifically around planning and materials management.
The Supplies function is a key element that touches almost every aspect of a patient's journey in the Trust and as such needs to be continuously monitored and developed to support the Trusts objectives.

Leadership and Management
The Inventory and Supplies Manager will:
- Manage Supplies staff across the Trust ensuring a high quality of service is provided to users of the service.
- Promote improvement in supply management and develop and monitor management systems for use within the Procurement and Supplies Department.
- Provide advice to the Head of Procurement and Supplies and to all those carrying management responsibilities across the Trust.
- Contribute to the business planning activities of the Trust and to the implementation of new NHS initiatives.
Provision of Supplies Services across the Trust
The Inventory and Supplies Manager will:
- Play a leading role in assisting the Head of Procurement and Supplies through the effective management of inventory to make effective use of the Trust's finances.
- Ensure that an effective and efficient service is provided to users for the routine processing of requisitions for goods.
- Ensure that an efficient and effective service is provided to users for the maintenance, support and update of Logistics on Line service.
- Ensure that an efficient and effective service is provided to users for the process of a Materials Management service.
- Ensure that an effective and efficient service is provided to users for the receipt and distribution of goods.
- Ensure that the needs of users are matched with appropriate goods and properly communicated across the Procurement and Supplies teams to ensure that optimum purchasing arrangements can be achieved, and NHS Terms and Conditions for the Purchase of Goods and Services are maintained.
- Ensure that an efficient and effective process is in place across the Trust to ensure that only authorised users can requisition goods.
- Ensure that there is an efficient process for the receipting of goods as they are received in line with Trust policy and best practice.
- Work closely with service teams to ensure that effective stock control arrangements are in place across the Trust and inventory is managed effectively.
- Work closely with the Accounts Payable team and Procurement team to improve the security and process for goods receiving and payment of invoices.
- Share in the responsibility for the achievement of excellent communications with finance and procurement staff, hospital staff and outside agencies.
- Provide support to all those with budgetary responsibility, to ensure that they can effectively exercise control. To ensure that hospital managers receive appropriate training and development to facilitate the best possible care within available resources.

Performance Management
The Inventory and Supplies Manager will:
- Prepare accurate and timely information to support the performance management of the Trust and its Clinical Management Groups regular reports on the services delivered and performances of the Supplies Department including but not exclusively the following:
- Stock holding levels by Clinical Management Group.
- Supplier performance to agreed Key Performance Indicators.
- Levels of excess, slow moving and obsolete items.
- Usage quantity and value.
Systems and Procedures
The Inventory and Supply Manager will:
- Regularly review systems and procedures to improve the performance and provision of services and the measurement of that performance and to ensure that an effective financial control environment is in place across the Trust.
- Assist in the development of the systems strategy to implement new inventory and supply systems, develop, and implement Trust wide procedures and ensure training is provided in the use of systems and procedures.
- Provide advice on and influencing corporate governance issues.
Professional Training and Development
The Inventory and Supplies Manager is responsible for:
- Assisting with the co-ordination of training for all staff within the Procurement and Supplies Department.
- Promoting professional standards and attitudes throughout the Trust's Finance and Procurement Directorate.
- Developing constructive links with professional bodies to fulfil the professional Supply Chain Management development needs for the Trust.
- Ensuring the appropriate training of non-Finance and Procurement Managers within the Trust in the requirements of Purchase to Pay, Supply and Inventory Management as appropriate.
