Job summary

1. To lead and develop the strategic and operational development of Mersey Care Telehealth Services.2. Responsible for strategic and operational management for the Trusts Telehealth Service and its related business activities across multiple sites within the Cheshire and Merseyside Integrated Care System.3. Responsible for compiling the Telehealth Service's business plan, developing its strategy, ensuring implementation and that performance targets, strategic objectives are met; contributes to corporate policies and strategy.4. Accountable for Telehealth related staff, budgetary management and making decisions and recommendations regarding funding on behalf of the Trust, along with attracting and managing external funding c.£5m+. This includes managing multiple budgets aligned to multiple commissioners, covering multiple services all with unique budgetary information and requirements.5. Lead and provide oversight for Telehealth relative activities across several complex services. Main duties of the job

1.Developing the strategy and strategic direction of the Telehealth service in the context of the Trust's overall strategy and including commercial opportunities beyond the existing footprint of the service2. The Telehealth Service function, including developing and managing its annual business plan, progress and dashboard reporting and risk and issue management.3. Liaising with functions with the Trust as required to manage the service.4. Managing all Telehealth related business returns, including planning and workforce returns.5. Providing the oversight and management of all aspects of the service budget.6. Leadership of change and transformation projects and programmes to agreed time, quality, and cost.7. The planning, monitoring and control of programmes of work with multiple projects and assignments using programme management methodologies e.g. Managing Successful Programmes (MSP), relevant and scaled to the activity.8. Regular reporting of service progress to senior responsible officers, programme boards and other executive level boards both internal to Mersey Care and external to Integrated Care Board.9. Key Working Relationships1. The post holder will operate within: Mersey Care; across Cheshire and Merseyside ICB and health and care providers; with NHS England; and with suppliers relating to issues of strategy, planning and deployment relating to Telehealth and use of remote monitoring technologies that also cover Telecare. The post holder will be required to have regularcontact with these stakeholders and will often need to engage with them over sensitive, complex, contentious, and confidential issues that include service provision and development, contract negotiations, performance issues, funding and finance.2. The post holder will work closely with the Telehealth Medical Director, Clinical Services Manager and Clinical Lead.3. To work with clinical leads across the organisation to fully realise the benefits of transitioning pathways onto the telehealth platform4. Lead relevant internal and external working groups / projects, services and initiatives to provide project, information and analytical advice and expertise in relation to Telehealth.5. Overseeing the team to develop and implement data collection systems that will provide accurate and timely data.6. Present Telehealth information and issues, explaining complexities, to a wide range of internal and external stakeholders. This will include delivering formal presentations, workshops and focus groups along with providing report to Executive levels of the ICB, Local Authorities and within Mersey Care.7. To liaise with other Managers to share best practice.8. To provide advice regarding Telehealth, as required, to internal stakeholders and external stakeholders that will include Cheshire and Merseyside ICB Executive colleagues and ICB and NHS Commissioning and Provider colleagues from across the NHS and beyond.9. Develop strong working relationship with Digital, Data and Clinical Programme Managers from across the Integrated Care System leveraging their knowledge and expertise to inform the strategic direction of travel for Telehealth.10. Work with Informatics Merseyside senior managers, ICB Digital and Data Leads and Telehealth System Supplier representatives to lead and oversee a localized and prioritized Telehealth development road map to enhance patient care.11. For strong alliances with academic researchers from local and National Universities to help publish Telehealth related academic papers based on the work conducted locally.12. Develop an extensive network of contacts across Mersey Care, the ICS, the wider NHS, overseas health care providers and with external suppliers. Represent Mersey Care and the Telehealth Service best interests with these contacts, leveraging their skills and expertise to continually develop Telehealth.Operational requirements:1. Provide overall operational and strategic management for the Telehealth function.2. Develop and implement qualitative and quantitative measures to determine performance against the Services strategy. Report progress at senior management forums and by written reports to appropriate boards and groups of staff.3. Present complex information on all aspects of Telehealth practice in a clear, understandable, and audience-appropriate manner to senior management and board level groups.4. Ensure that best practice is developed in Telehealth and Remote Monitoring and delivered at organisational and departmental levels. Ensure a smooth transition through decision making process to the management of contracts.6. Ensure that an appropriate Telehealth and Remote Monitoring strategy is in line with the wider healthcare agenda and Trusts business objective and are fully cascaded to the relevant internal and external stakeholders.7. Lead, support and contribute to formal negotiations with senior level staff from external stakeholders, providing a high level of negotiating expertise to secure the most advantageous arrangements.8. Lead horizon scanning to identify new business opportunities for service area and developments. Advise on innovative opportunities and support all departments in their strategies and programmes to maximise service benefits in relation to Telehealth.9. Oversee the tracking of progress against plans and transition milestones, ensuring appropriate processes are in place to flag issues, risks and concerns with the relevant stakeholders.10. Work closely with the Heads of Service, Divisions Directors, and Deputy Directors in relation to Telehealth.11. Ensure the securing of value for money, giving due consideration to all relevant factors including risk, quality and other factors.12. Devise, manage and update policies and procedures, ensuring the adoption of best practice methodology, rules, standards, and thresholds. Disseminating these methodologies etc. to staff within the department and throughout the organisation.13. Collect and report on information of expenditure within the organisation and other relevant governing bodies.Financial and Physical Resources1. The post holder will have budgetary responsibility for the Telehealth service. This will include evaluating the value for money of new contracts, monitoring the performance of existing providers and ensuring that provider performance aligns, and complies, withcontractual terms and conditions.2. The postholder will be directly responsible for multiple budgets associated with the management of the function. This includes detailed budget setting, monitoring of budgets and identification of cost improvements schemes.3. Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility.4. Constantly strive for value for money and greater efficiency in the use of these budgets and to ensure that they operate in recurrent financial balance year on year.5. Responsible for developing and monitoring multiple Telehealth budgets related to multiple commissioners. This will include external monies from national funding streams such as NHS England to deliver Telehealth related project and programme work such as the remote monitoring within the virtual ward.6. Responsible for submitting applications for external funding awards through bodies such as NHS England and other external funding agencies.7.
