Job summary
We are recruiting a Band 8a Senior Operational Manager within Mersey Care NHS Foundation Trust to work in the Cheshire and Merseyside Resilience Hub.
The Resilience Hub adopts a holistic approach and offers a service to staff working within NHS, Social Care, Primary Care and Emergency Services across Cheshire and Merseyside to provide high quality self-care and self-help resources, clinical triage, psychological assessment and signposting as well as clinical intervention when required.
The Resilience Hub delivers specialist training, advice, consultation and clinical supervision on an individual or team basis to enhance knowledge and skills amongst professionals to promote and build resilience in the workforce.

Main duties of the job
The Senior Operational Manager will support the effective management and deployment of operational services and ensure that a consistent approach to the delivery of high quality effective services is taken, underpinned by standardised processes and protocols.
The post holder will contribute to the success of operational services delivery in their area which meets the trusts objectives and targets and will ensure the Hub complies with all statutory requirements in terms of data quality, national and local Key Performance Indicators, ensuring continuous improvement within monitoring of data quality.
The post holder will provide leadership and support and be responsible for the management of the team ensuring effective utilisation and distribution of resources. They will have delegated responsibility for budgetary management, all aspects of quality and performance management and provide advice and feedback to the Senior Management Team.

- Effective management and deployment of operational services across the Hub. The post holder will ensure that a consistent approach to the delivery of high quality effective services is taken which is underpinned by standardised processes and protocols.
- Provide and ensure excellent leadership and communication structures are in place across all support services.
- Developed protocols, local policies and procedures, liaison networks and managerial structures for the support services teams across the Hub.
- Increased opportunities for service redesign to reduce costs and increase efficiencies across the Hub.
- Ensuring all operational services is managed effectively and within allocated budgets.

- Lead the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies considering best practice and current options and ultimately making decisions in the best interest of the project.
- To lead or contribute to workforce development for operational services ensuring that the workforce will meet the future direction of the Hub.
- Where required, to manage all HR processes for staff within direct reports as required for day to day management e.g. Annual leave, monitoring attendance, study leave, cover arrangements.
- Where appropriate, to support the Consultant Clinical Psychologist to ensure the effective management of HR processes to ensure people management needs are met
- To be responsible for the compliance of PACE to staff and their future developmental needs, ensuring all staff are in receipt of managerial supervision.
- If appropriate/required to lead on the recruitment of staff to ensure there are appropriate staffing levels across the service developing job descriptions and job plans. To undertake all the processes associated with recruitment.
- To be responsible for ensuring there is a cost effective operational services structure delivering the strategic direction to meet the trusts strategic objectives.
- To contribute to the compliance of data quality ensuring that systems are in place to monitor and improve data quality. This will include influencing the trusts development of the Data Warehouse reporting through relevant portal reports.
- To lead on information analysis, interpretation and dissemination process to support the achievement of operational services Hub corporate strategies/objectives and main service functions such as commissioning, planning, finance, performance operations and other key information users.

- Authorise orders of equipment, monthly expenses, travel claims etc. in line with Trust Policy.
- Review, analyse and assess budget pressures, discrepancies, trends and produce reports when required.
