Job summary

We are seeking an experienced Service Manager for a Fixed Term Contract (FTC) until 31stMarch 2025.

Secondments will be considered.

Candidates should have demonstrable experience and expertise in service development and understanding of research.

In June 2022, HInM formally commenced a high-profile priority programme with the objective of successfully deploying a Secure Data Environment (SDE) to significantly enhance access to Greater Manchester's mature digital and data assets, including the GM Care Record, for research and innovation whilst maintaining public and patient trust.

Here at HInM we are looking for a dynamic and dedicated Service Manager to join our team and contribute to the success of the SDE programme. The ideal candidate will be innovative and committed to delivering high-quality work.

Playing a crucial role in developing and supporting the service planning, execution, and monitoring of the Greater Manchester Secure Data Environment (GM SDE) Programme, the post holder will help ensure the achievement of the programme goals and objectives are met.

The role will report to the GM SDE Product Director and will also liaise closely with colleagues in partner organisations, including universities, NHS partners, industry, and other key stakeholders.

Main duties of the job

Greater Manchester (GM) is regarded as one of the most active, diverse and growing health innovation ecosystems in the UK, with increasing global significance due to its concentration of advanced health and care, academic, life sciences and digital sectors. Recognising this, GM was the first area in England to integrate the provision of health and social care together with all of the supporting research institutions. Health Innovation Manchester sits at the very heart of this exciting, evolving system designed to transform the health of its community.

The SDE Service Manager for the GM SDE will play a crucial role in helping to develop the service delivery model for the GM SDE and input to national SDE network plans, both short and long term. This position requires a strategic thinker with a strong operational background and a deep understanding of health data research and the research ecosystem. This role will coordinate the work to develop the operating service model to ensure a viable self-sustaining secure data environment in GM, implementing and maintaining robust processes to enable access to data.

Service Management

  • Contribute to the development of the GM SDE services.
  • Responsible for the day to day service delivery of the SDE services.
  • Identify emerging risks and issues relating to the operational aspects of the SDE model and develop mitigation strategies.
  • Ensure that Health Innovation Manchester provides a professional and responsive SDE service to all clients and partner organisations.
  • Act as chair for any relevant SDE meetings.
  • Be the senior lead on the delivery of a range of SDE operational activities and services to agreed time, quality, and budget.
  • Responsible for the budget, income and expenditure for services delivered through the SDE service area.
  • Track progress against plans and transition milestones, ensuring appropriate processes are in place to flag issues, risks, and concerns with the relevant stakeholders.
  • Conduct audit on programmes of work to ensure progress of delivery and outcomes.
  • Interface and interact with other service areas.

Reporting & compliance

  • Provide service reports for GM and regional governance.
  • Responsibility to maintain appropriate documentation through all phases, providing these promptly to the GM SDE Product Director.
  • The post holder will contribute to the accreditation of the GM SDE by working with the service leads to develop policies and procedures.
  • Ensure compliance with all confidentiality, governance and information governance requirements.
  • Produce regular reports on project progress to Health Innovation Manchesters requirements and commissioners.
  • Contribute to the production of Health Innovation Manchesters related literature including standard operation procedures and policies.

Communications

  • Work closely with the HInM communications and engagement service group to ensure the operational plans are acceptable to public, stakeholders and users.
  • Foster a culture of accountability, collaboration, and continuous learning within the programme. This includes within the service lead areas and other workstreams.
  • Analyse, summarise and present highly complex, information from a wide range of sources to groups or staff members.
  • Build and maintain strong communication links with key associates, ensuring regular contact with internal and external stakeholders which may involve highly complex, sensitive, contentious, and confidential issues.
  • The post holder will be expected to attend stakeholder meetings, conferences, seminars exhibitions training events, etc. as necessary.
  • Manage junior members of staff within team as required, develop training, conduct appraisals etc.,

Engagement & planning

  • Co-design service delivery and commercial solutions that underpin and ensure successful delivery of the GM SDE environment.
  • Engage with critical stakeholders, leading or supporting the coordination of workshops and ensuring any risks to programme delivery are identified promptly, escalating any issues.
  • Maintain an awareness of industry best practices, strategy and plans from relevant networks and feed in learning to the GM SDE.
  • Establish and maintain strong relationships with key stakeholders to facilitate the exchange of information and garner support for the programmes initiatives.
  • Ensure that the perspectives, needs, and preferences of patients and the public are considered in service planning, design, and implementation.
  • Ensure that projects are established in line with best practice using industry standard methodologies, programme and project plans that are relevant and appropriately scaled, clear identification of critical paths and regular reports.
