Job summary

To be responsible for the management of major capital projects together with providing a technical support function for the Estates and Facilities Clinical Business Unit.

The Capital Planning and Development Team is part of the Multi-Disciplinary Estates Team, reporting to the Head of Hard Facilities Management. The post holder will lead on all engineering and building aspects of assigned projects including infrastructure design from inception to completion as derived from the Trust's Capital Programme. The Capital Programme includes projects at Trusts sites and other sites as required.

The post holder will be accountable for the project under their care and will manage in-house resources, external Consultants and Contractors in the delivering of projects in accordance with agreed programmed and budgetary parameters.

This will include managing several different project budget at the same time.

  • Ensure that appointments, tenders, contracts and subsequent payments are undertaken in accordance with the Trust's Standing Orders, Tendering & Contracting Procedures and NHS capital planning guides.
  • Develop project feasibility studies with Users and Design Teams to form part of capital bid submissions on behalf of the Associate Director Estates & Capital Development, utilising Cost Consultants as required.
  • Responsible for interpreting construction contract law, Health and safety legislation including CDM, building regulations, and other requirements on estates and capital development

Manage all Risk and Health & Safety issues associated with the project delivery and ensure compliance with relevant legislation.

To provide leadership and line management support to all members of the Capital Projects Team, (Admin and Project Officer) ensuring PDR reviews are completed in line with trust policy and administering guidance regarding professional development and training.

Identify training needs and facilitate/organise appropriate training to meet the needs of the team

Establish and agree objectives for all team members and monitor performance against those objectives.

Operational

Key Working Relationships

Undertake high-level negotiation with Contractors and Consultants.

Deal with sensitive and contentious issues with Heads of Departments and staff.

Liaise effectively with colleagues in Estates, Finance, Planning and Operations.

Liaise with Local Authority Officers on planning and building control and other statutory matters/applications

Analytical and Judgemental Skills

Professional knowledge acquired through degree or post-graduate course.

Possess managerial, financial and technical knowledge.

Sound understanding and experience of procurement options, contracts and project management tools and techniques.

Ability to utilise agreed project management tools and processes, including the developing and maintaining of project records in accordance with the NHS Capital Investment Manual methodology.

Capability to provide updated reports to form part of departmental and corporate papers for monthly and quarterly KPI and project performance reporting.

Ability to act as Client Lead to appoint professional Design Teams comprising appropriate professionals in carrying out detailed design of building and construction developments, ensuring projects deliver Value for Money (VFM).

Ability to oversee building and construction design works for new and upgraded hospital facilities. Designs to be compliant with all applicable codes such as HTMs; HBNs; BS and CIBSE etc.

Be responsible for the day-to-day management of schemes and oversee the implementations within patient areas during the construction and technical commissioning phases.

Responsibility for Information Resources and Administrative Duties

Daily use of the CAD system for production of working drawings.

Carry out complex audits and surveys with research methodology aided by specific equipment and computer packages to establish design criteria for Capital projects.

Review the work allocation and progress of Contractors and Consultants whilst ensuring quality, technical competency, and quality of deliverables.

Responsible for ensuring all trust plans and risk assessments are updated as part of all capital projects.
