Job summary

The NHS Long Term Plan sets out a vision for the NHS of 2030 to be fundamentally different from that in which we work today. To meet these challenges and opportunities we will have to develop new ways of working, new roles, improve recruitment and retention and develop the right numbers of staff in the right place at the right time. The role of strategic and operational workforce planning and workforce data analytics will be pivotal in shaping and optimising the supply of workforce which meets the needs of our patients now and for the future.

This new role has been created to build strategic and operational capability within the Trust. You will be given the remit of leading on the effective use of our workforce information systems, workforce data reporting & analysis, and the design and implementation of a standardised approach to workforce planning and redesign across the Trust.

Your workforce planning and systems knowledge and experience at a senior level, and your ability to conduct data mining will be evident. As well as your excellent communication and presentation skills. You will be educated to degree level and have a relevant professional qualification e.g. in workforce planning, project management and planning, plus evidence of management experience.

Main duties of the job

Accountable for the Trust wide implementation, and subsequent reviews, of a standardised approach to workforce planning and redesign to enable achievement of organisational priorities as agreed by the Trust Board/Executive Management Team.

Oversee the implementation of workforce planning approaches Trustwide, through delivery of an effective development programme building capacity and capability at all levels.

Provide expert advice in relation to workforce planning and redesign, undertaking research to identify different approaches/new technology to improve systems, processes and people practices.

Work closely with service leaders, users, carers and staff at all levels within the Trust, as well as partner organisations across the Integrated Care Systems, to improve and develop effective quality services for patients, carers and staff.

Lead the development of new/innovative models of working to meet current and future business needs looking at skill mix and role redesign, improving workforce productivity across the Trust.

Ensure that business intelligence and accurate workforce information informs the overall Trust workforce planning approach and strategy, driving discussions around succession planning and workforce supply.

Provision of workforce information to Executive teams, Care Group Boards and Corporate Services to enable analysis of trends, identification of non-compliance and undertake national performance reporting.

In addition to duties described above the post holder will:

Ensure the Trusts workforce planning cycle maintains business focus, has clear authority and that the context, including risks are actively managed in line with the local and national strategic priorities.

Work closely with finance colleagues, ensure the Trust has a robust, effective and systematic approach to establishment control, designing and implementing new approaches where needed.

Work with the Strategic Lead for Quality Improvement and Assurance, providing assurance on the workforce redesign and information portfolio of measures to Board, People, Culture and Diversity Committee and external regulators as required.

Oversee the completion of key governance documents, statutory compliance reporting and preparation for regulatory inspections such as CQC.

Be responsible for organising their own work schedule. The post holder is responsible for establishing and maintaining service-wide meeting and communication arrangements and associated systems to support the delivery of the Strategic Workforce Planning and Workforce Information objectives at an appropriate frequency.

Support the production and monitoring of the directorates People Journey and annual work plan.

Work with other agencies, including local authorities, commissioners and other health and social care providers to co-ordinate activities that support multi-agency working within the Trust area.

Provide leadership of the Trusts Workforce Information team and associated systems including ESR.

Be responsible for the effective operation of Trust information systems/processes in relation to Workforce Planning activity.

Ensure that systems are in place to guarantee compliance with information governance requirements within their service area.

Be responsible for ensuring that the quality of data within theinformation systems pertaining to their service area is as high as possible. The quality of data impacts directly upon the ability of the service to measure and report on performance and outcomes.

Take the lead role within the workforce redesign & information function to ensure that appropriate team policies are identified, developed and implemented, including all clinical and non-clinical policies.

Be responsible for ensuring that all staff in workforce redesign & information are aware of and are compliant with Trust policies

Participate in the development of Trust-wide polices where appropriate, through providing workforce planning expertise, consultation feedback and to occasionally be expected to take lead responsibility for developing a Trust-wide policy.

Be responsible for supporting projects in accordance with the Trust project management framework and ensuring appropriate and timely communication to the appropriate forums eg Executive Management Team.

Put in place and maintain effective means of involving service users and carers in workforce planning activity in a meaningful way through timely consultation/engagement via the most appropriate means.

Work with senior clinical staff, within the service and across the Trust where appropriate.

Effectively manage the Strategic Workforce Planning and Workforce Information budget

Support services and departments in the annual delivery of Cash Releasing Efficiency Savings (CRES)

Ensure that effective systems for identifying and reporting security and maintenance issues are implemented throughout the service area.

Ensure that effective stock control systems are developed and implemented throughout the service area.

Lead staff within the workforce redesign & information function, ensuring that staff are supported in their development and talent management discussions are held.

Develop, approve and implement the service training needs analysis and training plan and ensure that staff comply with mandatory and statutory training requirements.

Develop and implement a service action plan in response to the annual staff survey results and quarterly staff experience survey.

Ensure that the Trusts appraisal system is implemented effectively throughout the service and Trust appraisal targets are met and that effective supervision arrangements are in place.

Create and maintain a healthy and safe working environment for all workforce redesign & information function staff.

Make decisions about whether to authorise recruitment to vacant posts throughout the service and to participate directly in the recruitment process when senior posts are being recruited to.

Take disciplinary action in accordance with the Trust disciplinary procedure, including dismissal, to hear appeals and to hear grievances and take action as appropriate.

Produce, implement and monitor the service workforce plan to ensure that workforce, finance and business planning activities are aligned across the area of service.

Take the lead role for embedding the Trust values and behaviours within the service by incorporating in everyday service processes and monitoring progress made.

Take the lead role in developing a system of mentoring and coaching within the team which will act as an exemplar for others.
