Job summary
We have an exciting opportunity within our Digital, Data and Technology (DDaT) function for an experienced digital leader to support, lead and transform the Trust's Information Services functions.
The post-holder will be a key member of the DDaT senior leadership team, with a senior team of five direct reports and leadership responsibility for a team of 46 people the role is responsible for the management, development and professional leadership of the Trust's Information Management, System Administration and Clinical Coding teams.
Main duties of the job
You will use your experience of running information systems, clinical coding methodologies, systems development and NHS clinical applications to lead, develop, and support individuals and teams that are highly skilled, effective, engaged and highly motivated and focus their objectives on delivery of the highest standards of performance and patient care. As a senior leader you will be required to have leadership influence, you will be a key relationship holder for internal and external relationships and be able to develop and manage these relationships. You will foster and maintain the close working relationship with the Business Intelligence team, whilst utilising the knowledge and skills across the teams.

Job responsibilities
You will report to the Deputy Chief Information & Technology Officer (DCITO) and be able to work collaboratively with multi-professional clinical and administrative teams across all sites that make up North Tees and Hartlepool NHS Foundation Trust, and partners across the ICS, ICB and national NHSE Information professionals.
Information Management
- Manage the Information management team in order to deliver timely and accurate information to meet the needs of the Trust
- Assist with data and information support which will be used for contracting and comparatively against the peer group information for benchmarking and continuous improvement initiatives.
- Responsibility for the management and flow of patient related data from Trust systems to the ICB, ICS, NHSE, and other bodies as required ensuring that the Trust achieves, as a minimum, the national and regional targets including timely and accurate delivery of all Department of Health and other central returns
- To provide expertise to the Trust and provide assurance in relation to the quality and timeliness of national data submissions
- To lead on the proactive enhancement of the Trusts information infrastructure
- Work with the appropriate team manager to lead on data quality improvement with key patient systems, including the development of effective data quality monitoring mechanisms and robust policies and procedures for data input staff
- To ensure that the Trust patient data submitted to the Secondary Users Services meets appropriate data quality standards
- Ensure data quality audits are undertaken as appropriate to provide assurance where required.
- Working with the Information Governance team to ensure that the Trust meets information standards set out in the Information Governance toolkit, as they relate to the Information team
- Foster and maintain the close working relationship with the Business Intelligence team, whilst utilising the knowledge and skills across the teams
Systems Administration
- Ensure all clinical systems are managed and supported effectively including upgrading, testing and implementing additional functionality.
- Work with the appropriate team manager to lead on the support and development of patient clinical information systems so that they meet the information needs of user groups across the Trust.
- Responsible for ensuring operational integrity of key clinical systems in coordination with Head of IT and other service leads.
- Ensure organisational objectives are prioritised to deliver changes of new features and general improvements to deliver a reliable clinical service.
- To lead on development of the Trusts integration engine to ensure that clinical systems are integrated where possible to the trust PAS / EPR
- To act as the Information Asset Owner (IAO) for centralised clinical EPR systems
Clinical Coding
- Work with the appropriate team manager to ensure timely, accurate and comprehensive clinical coding information is captured for all Trust inpatient activity where required to support agreed Trust measures.
- To provide assurance about the depth and accuracy of coding through systematic internal audit of coding practice.
- To support the use of clinical coding information for analysis of clinical outcome measurement and benchmarking, including the Trusts monthly mortality review processes.
- Work with the Associate Director of Clinical Services and team managers to improve working relationships with the clinicians and coders to improve capture of patient data.
