Financial Accountant Band 7
Due to Retirement an exciting opportunity has arisen at Epsom & St. Helier Hospitals NHS Trust Financial Accounts team for a full time Band 7 Financial Accountant role.
We are seeking an individual who is self-motivated, pro-active and with excellent planning and organisational skills. The post holder is required to have excellent verbal and written communication skills.
The aim of the role is to provide Financial Accounting for Epsom & St. Helier Hospitals and the Charitable Funds organisation, advising on all aspects of financial accounting, Cash management including a Capital overview. The post holder will also have a senior role within the Financial Accounting function and involvement in the accounting of the Capital Programme.

Main duties of the job
Main Objective: Carry out treasury management, key year end reconciliations and assist in production of monthly internal and external reporting, Trust Annual Report and Accounts in addition to Charitable fund accounting
Responsible for: 2 members of staff
Job Statement:
- Monitor Trusts bank accounts, balances and transactions, providing regular cash flow forecast information and invest surplus cash.
- Manage two members of staff, ensuring all control accounts reconciled on a timely basis.
- Carry out Agreement of Balances Exercises in relation to NHS debtors, creditors, income and expenditure. And assist team in managing suppliers both NHS and Non NHS
- To administer the Charitable Funds across the Trust, to complete statutory accounts and returns for charitable funds in accordance with financial time scale and legal requirement. And represent Finance at Charitable fund meetings when necessary.
- Support the Head of Financial Control and Capital Accountant in keeping proper records of the Trusts fixed assets and capital expenditure.
- Assist the Site Chief Financial Officer and Head of Financial Control in producing the Annual Accounts and Report and assist in preparing monthly reports for internal and external monitoring purposes.

MAIN DUTIES AND RESPONSIBILITIES
- To undertake the following duties in respect of monitoring Trusts bank accounts
- Check daily balances from SBS cash management team to ensure enough funds to meet immediate commitments
- Update cash flow spreadsheets to provide early warning of the need for further cash
- Provide monthly and ad hoc cash flow forecasts
- Investigate and resolve any unidentified transactions
- Research and implement changes to the Treasury Management process
- Responsible for identifying surplus cash to be invested with NLF.
- Process all loan and Public Dividend capital repayments and NLF payments.
- Review payment runs from SBS and approve where appropriate.
- Investigate and resolve any unidentified bank transactions.
- Liaise with SBS cash management team on a regular basis on cash issues.
- Reconcile Control Accounts
- Reconcile agreed list of balance sheet control accounts that may vary form time to time
- Reconcile and control entries to year end creditors
- Carry out Agreement of Balances Exercises
- Responsible for quarterly reconciliation exercise for NHS Income/Expenditure.
- Assist in quarterly creditors / debtors reconciliation exercise as required
- Responsible for the production of NHS Income / Expenditure figures for inclusion in Annual Accounts... Also assist team resolving supplier queries.
- To administer the Charitable Funds across the Trust
- Maintain authorised signatory list for Charitable Funds and validate signatures on payment requests. Check payment requests for proper use of funds.
- Respond to queries from fundholders and provide training, advice and guidance where necessary: on individual basis or to small group.
- Give information to staff or members of the public as necessary on all matters regarding charitable funds: Making donation, fund-raising, Gift aid, retirement gifts, expenditure on staff, VAT rules, use of donations, procedures for income and expenditure from charitable funds, and any ad hoc queries.
- Write procedure notes and guidance for the fund-holders. Update the guidance on charitable funds in the Guide to Finance as necessary.
- Distribute statements on a quarterly basis and detailed financial analysis where requested.
- Update spreadsheets for all investment transactions performed by the Investment Broker. Reconcile spreadsheets to investment brokers reports. Prepare and enter journals for all investment transactions.
- Apportion investment gains and losses from the investment pool across the sub divisions of the charity. Prepare and enter journal on an annual basis.
- Prepare and submit tax return on a quarterly basis.
- Monitor the cash flow for Charitable Funds. Choose the best option depending on estimated expenditure and transfer funds between bank accounts as required. Provide early notification to the Site Director of Finance when a withdrawal of cash from the investment pool is required.
- Reconcile and clear the contra control accounts for the Trust and Charitable Funds. Reconcile charitable fund bank account.
- Prepare reports on the funds for the Charitable Committee quarterly meetings.
- Prepare the Charitable Fund statutory accounts, annual report and all year-end returns submitted to the NHS Executive and Charity Commissioners.
- Monitor the guidance regarding charitable fund accounting from NHS and Charity Commission (SORP) and interpret as necessary.
- Liaise with Capital Accountant in relation to fixed asset additions throughout the year, reviewing capital expenditure reports, ensuring completeness and accuracy.
- Set up codes for new capital schemes.
- Review Oracle Capital accounts to ensure proper VAT adjustments are made
- To provide written procedures and training to colleagues so role can be covered.
- Any other ad hoc duties, commensurate with the grade of the post that may be assigned by senior staff, including occasionally deputising for Head of Financial Control.
