Job summary

The BaNES Talking Therapies Service ,(formerly IAPT),is seeking a new service manager following the retirement of the previous post holder.

The successful candidate will lead a friendly supportive team based in the UNESCO World Heritage city of Bath.

This role offers the opportunity to shape the service, ensuring it delivers safe, effective and timely interventions in line with the NHSE manual, while also meeting its agreed performance targets.

We know that the best performing Talking Therapies services invest and develop team wellbeing strategies, and the post holder will be part of this developing focus. This post allows a genuine opportunity to collaborate with the wider team to shape the service.

The last BaNES Talking Therapy team NHS Staff Survey indicated that 79% of staff would recommend their service as a good place to work and 100% felt their work made a difference to service users. Main duties of the job

The main duties of the post include:

  • Accountable for the strategic development, operational management and quality of care delivered by the BaNES Talking Therapies team(formerly IAPT).
  • In conjunction with senior service staff, maintain the highest standards of care delivery to service users and their carers as well as ensuring the achievement of performance targets.
  • Work collaboratively and co-operatively with service users, carers, staff, the Trust and partner organisations to develop a high quality and effective talking therapies service.
  • Provide leadership which encourages high professional, clinical and managerial standards and enables staff to function effectively and to their greatest potential.
  • Lead the talking therapies service and support the Divisional Senior Leadership Team in managing the expectations of the clinical commissioners and NHS England.
  • Promote a positive image of talking therapies services at all times.

Clinical Responsibilities, Patient Contact

The post holder is clinically accountable for the clinical and technical delivery of the BaNES Talking therapies service, in collaboration with the trust .

Leads the involvement of service users in the service evaluation, development and delivery activities.

Responsible for responding to complaints and concerns raised by service users and carers in person, in writing and by telephone.

Leads on investigations both internal and external to the service: managing clinical concerns and disciplinary processes as required.

Administrative Responsibilities

Undertake administrative tasks in relation to own work.

Able to use the range of Microsoft Office applications to support the role and engagement with partners

Use Trust-approved electronic systems as required to monitor and report service and staff related issues

Responsibility for Information & Information Systems

As information asset owner, be accountable for information management and data protection requirements.

To lead the implementation of systems to record outcomes aligned to Trust systems

To manage a single information system required for patient throughput.

Responsible for the data collections and submits reports in a timely manner and keep updated with the service's data set requirements.

Responsibility for Planning/Organising & Strategic/Business Development

Responsible for service and operational management of the BaNES talking therapies service to ensure fidelity to the National IAPT model

Leads the implementation programme to ensure the model of service delivery is compliant with National IAPT and NICE guidance in line with the stepped care model.

Responsible for ensuring there are robust processes for the collating, monitoring and reporting on all KPIs required for the service returns.

To frequently liaise with other agencies, including local authorities, commissioners and other health and social care providers to coordinate activities that support widening access into Talking Therapies services

Policy Development

Responsible for policy proposal, development and implementing department policies required to support service developments.

Involved in the development and implementation of Trust policies and procedures.

To design and set up the operational development of the service in line with the commissioning specification and IAPT tender documentation.

Service Development, Project Management

Project manage and develop mobilisation plans in consultation with all partners, the Operational Manager and CCG Commissioners to meet the service requirements.

To project manage and report impact of the operational implementation of the service.

To set up processes to evaluate implementation progress of related projects & new initiatives.

To liaise with Commissioners and Strategic Managers to ensure service development fits the service specification as the service grows and develops and meets Key Performance Indicators as set out within the service specification.

To keep abreast of the developments in the Talking Therapies programmes nationally and to develop the service accordingly

Financial Responsibilities

Budget holder for service and procurement of physical assets or supplies for the service

Personal duty of care to complete time sheets, mileage forms, expense claim sheets etc., accurately and in a timely manner, providing receipts as required

Responsibility for Physical Resources, Estates, Hotel Services

Line manages staff in line with professional standards and Trust policies that include annual appraisal and regular supervision

Ensure robust policies are in operation for security, care and maintenance of equipment, ensuring value for money regarding replacement and usage of equipment.

Responsible for the health and safety of staff and visitors in the work place and lone working.

Research, Audit & Governance

To keep abreast of the developments in programmes nationally and to develop the service accordingly

Occasionally contributes to programmes of Research and development.

Actively promotes and supports access to research programmes

Analysis and Judgement

Manages highly complex facts or situations requiring analysis, interpretation comparison of a range of options to ensure targets are understood by staff and that robust mechanisms are in operation to enable performance and activity to be managed across the service based on the commissioning specification.

Responsible for service activity and formulations of reports for the trust and commissioning partners

Staff Management, Training and Development, HR

Accountable for the line management of staff

Responsible for role development and recruitment of staff including the delivery of training as needed

Responsible to the effective supervision staff within the service.

To formulate the annual training needs of the service and secure additional funding and placement via Health Education England

Work in collaboration with the team managers to ensure the development of a comprehensive service local induction programme.

Liaison with Health Education England and the recruitment of trainees into service as part of the national training programme.

To work closely with the BaNEs Talking therapies senior team in fostering the culture of the service.

To ensure management supervision structures are in place and supervision occurs in line with the trust and national standards.

To establish effective communication systems with GP practices to ensure they are well informed about the service and how to access it and that relationship with them is well managed.

To ensure the Primary Care Community is fully briefed on the plans for the service and to work with them to co-ordinate referral mechanisms and develop protocols.

To liaise with the secondary Mental Health to develop referral protocols, agree interface requirements and work effectively to meet patient need.

To develop written guidelines about referral mechanisms and to distribute them to all service referrers.

To ensure that the service is well publicised to potential service users.
