In Bristol we are redesigning our community mental health services to help people get the care they need, quickly and close to home. We are developing a new model, bringing together Primary and Secondary care, Local Authority and Voluntary sector services, into new Integrated Mental Health Teams. We aim to support individuals who can fall in the 'gaps' of current pathways, making sure that they can have the personalised support they need with services around them.

Main duties of the job

You will lead one of the three new integrated hubs within the Bristol area.

Your role will be to oversee the day-to-day running of the team, bringing together and working in collaboration with a wide range of partners that are not from the same organisation as your own (inc Experts by Experience).

You will deliver a high quality and effective service for people with struggling mental health. As Hub manager you will also ensure that excellent clinical standards are maintained within the team, this will be with support from clinicians within AWP and partner agencies.

You will also be a fundamental participant in the development of this service. This includes and not limited to, building community connections, service provision, processes and ongoing growth plans. You will be highly influential in the implementation and provision of the Community Mental Health Framework within Bristol.

Job responsibilities

The post holder will lead an Integrated Mental Health Team, working closely with a wide range of partners. They will inspire the team to deliver a high quality and effective service for people affected by mental health difficulties ensuring quicker access to clinical, psychological and social support, close to home.

The post holder will have strong partnership and communication skills as they bring NHS, social care and Voluntary and Community leads together to meet the breadth of peoples needs. They will work with partners to provide trauma informed and culturally inclusive care that supports of all of BNSSGs communities, particularly those experiencing the greatest inequalities.

The post holder will ensure excellent clinical standards are maintained within the team. Effective caseload management will be underpinned by robust and effective individual and team supervision processes. Working within the current Care Programme Approach principles and framework, the post-holder will demonstrate, in their day to day clinical work, an area of advanced practice (e.g. CBT, Non-medical Prescribing). The role may necessitate working extended hours.

Under the direction of the Service / Sector Manager to be responsible for leading and managing a modern, efficient community service for a defined population in accordance with commissioned services.

To lead by example, motivating and empowering others and promoting positive attitudes, mutual understanding and collaboration between all services involved in the care process.

To line manage all staff within the multi-disciplinary team ensuring effective processes where this is delegated

To proactively work towards continuous service improvement by positively assisting in the planning and development of services. This could include participating in the design and introduction of a new service, communicating effectively with staff about proposed changes and gaining commitment for change.

To supervise and authorise decision making on issues requiring statutory intervention including all aspects of initial investigations and necessary follow-up action.

To maintain an awareness of complex cases and projects for which allocated staff are responsible and ensure the service manager is appropriately informed regarding cases of particular risk or concern.

To be responsible for the effective implementation of wellbeing personal development plans within the team, including the effective management of workload.

To be responsible for the implementation and review of processes that ensure safe and effective step up/step down of service users to and from the team.

To ensure that an effective caseload management system is used to manage access to care and treatment, that capacity is managed effectively.

To be responsible for and to ensure that all budgetary obligations are adhered to.

To ensure close working relationships and protocols with other internal and external services, encouraging their involvement in the planning and provision of the support , through effective liaison roles between Trust services and the commissioners .

To ensure appropriate compliance with Trust and Local Authority policies in relation to people management activities. These include recruitment and selection activity, effective sickness and attendance management and the application of standards in relation to conduct and performance at work as well as undertaking regular practice and management supervision.

To be responsible for ensuring ongoing completion of staff supervision and appraisals and that all team members have a developed training plan.

To provide and ensure an effective learning environment for student placements across all professions.

To manage the performance of the team as measured by key performance indicators defined nationally and locally.

To undertake investigations into complaints from service users and carers, untoward incidents and staffing matters, preparing reports as needed and working in partnership with others to meet required deadlines.

To be responsible for ensuring health and safety and other relevant risk assessments are undertaken, delegating responsibility as appropriate. This includes infection control.

To ensure appropriate systems are in place at team level to engage in integrated governance activity.

To engage with and contribute to relevant SBU and corporate management and governance forums.

To ensure the complete and accurate recording of all clinical and performance data on relevant paper and electronic systems (eg Rio, MHIS, CAST)
