Job summary
A Deputy Divisional Operational Director is required by one of the largest NHS Trusts in the United Kingdom. Based at Southmead Hospital, with a basic salary from £70k per annum, pro rata, plus excellent NHS benefits. You will be responsible for ensuring that there is adequate and appropriate management support within the Neurosciences and Musculoskeletal Division.
This is a maternity cover post for the Neurosciences and Musculoskeletal Division that will work closely with, and deputise for, the Divisional Operations Director. Together we will provide operational and managerial leadership to the division and you will be a crucial member of the divisional leadership team.
Our senior leadership team is built around a triumvirate model of the Clinical Director, Divisional Director of Nursing and Divisional Operations Director. This is replicated at specialty level as we believe it is the most effective way to lead and engage our teams.
You will support the development of the divisional annual business plan and contribute to our long term workforce strategy, recognising that people are our biggest asset.
You will be a proven operational leader in the NHS with a passion for providing services that support planned, urgent and emergency care pathways. We are looking for someone who is ambitious, tenacious and not afraid to rise to a challenge.
Main duties of the job

- Provide leadership and support for clinical and non-clinical teams
- In collaboration with other members of the divisional senior management team, be responsible for the continued delivery of the plans to recover post pandemic.
- Deputise for the Divisional Operations Director and therefore have robust and effective working relationships with other divisional management teams.
- Lead on behalf of the Divisional Operations Director, the design and implementation of a highly functioning performance management reporting system for the Division.
- Represent the division on a daily basis at the Trust wide elective care planning and flow meeting. This will involve making challenging decisions with limited resource.
- Overall responsibility for the operational delivery of the full range of services including the development of efficient and effective systems, policies and procedures.
- Responsible for the management of waiting lists in line with national and local policy and guidance ensuring that access targets are achieved.
- Responsible for the delivery of activity to achieve Service Level Agreements and associated income targets.
- Ensure compliance with national guidelines and statutory regulations covering all aspects of services within the specialties.
- Support the Clinical Director and Divisional Operations Director in all aspects of the Division's management as a full member of the Division Management Team.
- Line management responsibility for the clinical network managers.

Service Improvement
- Maximising delivery of NMSK services whilst balancing the needs of the Trust to maintain safety across all departments.
- Undertake staffing and skill mix reviews to meet the demands imposed by operational pressures.
- Maintain and develop communication networks with key stakeholders, linking across trusts and the integrated care system.
- Support speciality leads and the Divisional Management Team in development of divisional clinical strategy.
- Lead service development and implementation of the divisional operating plan.
Financial Management
- Manage agreed budgets to ensure efficient and effective use of resources and achievement of financial targets.
- Identify and deliver annual cash releasing efficiency savings agreed with the Divisional Operations Director leading transformation as a contribution to the Divisions annual savings target.
- Work closely with the Divisional Accountant to produce timely and accurate financial and activity reports for use by the specialties to allow in-year monitoring and management, and as the basis for annual planning and local delivery plans.
- Lead the annual capacity planning for specialities across the division.
- Divisional lead for the planning, monitoring, management and reporting of the private practice team.
Management of staff
- Direct line management of non-nursing staff, specifically the network managers hosted within the division, providing leadership and ensuring appropriate arrangements are in place to set objectives, monitor performance and agree, review and deliver personal development needs
- Operational management of staff working in areas where clinical services are delivered where these staff are professionally accountable to the Head of Nursing.
- Management of medical staff to ensure compliance with the European Working Time Directive, the job plans agreed under the consultant contract and the requirements on junior doctors hours.
- Recruit and ensure effective induction of staff to fill established vacancies.
Service planning
- Lead the development and implementation of annual Specialty Service Delivery Plans incorporating activity, access, financial investment and efficiency savings, workforce, clinical governance and controls assurance targets, ensuring that the plans can be delivered within existing or planned resources.
- Lead capital planning and development within the specialties achieving all short, medium and long term projects.
- Lead approved rationalisation/centralisation and re-configuration of services and where appropriate contribute to other changes planned within the Division, the Trust or the wider community.
Performance management
- Performance manage the activities of the specialties to ensure the achievement of all objectives agreed with the Divisional Operations Director and contained in the Service Delivery Plan, initiating corrective action where required to meet activity and access targets, to achieve financial balance or as agreed with the Divisional Operations Director.
- Take a lead on developing and reporting the divisions monthly performance review with the executive management team.
- Source and interpret data as required to generate performance reports as required.
Performance improvement and modernisation
- Plan and achieve continuous performance improvement by pro-actively benchmarking performance with both internal and external comparators and by seeking out examples of best practice which might be introduced into the specialties.
- Identify opportunities for service redesign/modernisation within the specialties that will improve performance and patient experience of the service.
Risk management/Clinical Governance
- Ensure that the specialties conform with the Risk Management/Clinical Governance management processes in the Division, working with the Division Clinical Governance lead and the specialty clinical audit leads to ensure robust arrangements are in place.
- Investigate and prepare draft responses to complaints including collection of statements where necessary, within Trust response times, and taking action to ensure effective feedback and action.
Contracting
- Work with Trust contracting leads to review and agree annual service level agreements and quality standards as appropriate.
- Communicate potential service developments to ICBs, and plan the introduction of any agreed developments with ICBs, within the specialties and with other Trust clinical and corporate departments where necessary.
Corporate Management
- Ensure staff adhere to Trust and NHS protocols and policies and the law.
- Work in collaboration with Divisional Operations Director, Deputy Divisional Operations Directors and Clinical Directors in other Clinical Divisions and members of corporate Divisions in the best corporate interests of the Trust.
