Job summary
Bristol & Weston NHS Purchasing Consortium provides strategic sourcing services to 3 acute trusts and 2 Community Health providers.
With a spend profile of circa £500m, the Consortium is continuing its transformation programme to raise the profile of Procurement, increase savings performance and drive operational excellence.
Based at Southmead Hospital, Bristol, you will be part of a team delivering catalogue and order management services. With focus on catalogue-driven transactions, duties include processing of requisitions and purchase orders, dealing with invoice queries, data analysis, and guiding end-users through standard processes.
You will be self-motivated, ambitious and thrive on delivering excellence across the role in our open-plan office in Southmead Hospital, Bristol, working closely with colleagues.
You will have demonstrated an ability to provide excellent customer service in a demanding process-driven environment, with very effective communication and analytical skills.
Main duties of the job
The job has two main purposes:-
2.1 Provision of effective and efficient purchasing and general work flow processing.
2.2 Processing enquiries received from the operational directorates, including the obtaining of quotations under supervision, to achieve the lowest possible cost solution at least risk to the Trusts and compliant with EU Public Procurement Regulations, Standing Financial Instructions and operational requirements of the Constituent Organisations/Clients

6.2 Credible relationship with end-users/managers of the Constituent Organisations and Clients.
6.3 Strong working relationships with all clients, suppliers, stakeholders.
6.4 The position may warrant travel between NHS and supplier sites.
6.5 To ensure that the continuity of healthcare is maintained to the patients and community, the position will provide cover if required, for major incidents, or in other special circumstances.

5.1 Respond to customer enquiries in accordance with laid down procedures.
5.2 Report all exceptions to the Sourcing Agent or the Category Manager.
5.3 Obtain quotations under the supervision of a Sourcing Agent.
5.4 Process purchase orders and assist with the contracting process when required.
5.5 Assist with the maintenance of records and the provision of statistical information asrequired
5.6 Investigate invoice queries and make recommendations on settlement.
5.7 Answer the telephone, take messages and action as appropriate.
5.8 Participate in the introduction of improved working procedures to establish and maintaintotal quality standards to agreed levels.
5.9 Operate office equipment provided appropriate to the task allocated.
5.10 Comply with all statutory regulations, procedures and Standing Financial Instructions as directed.
5.11 Process requisitions and returns to suppliers using the purchasing and supply computer system in accordance with the input timetable.
5.12 Ensure that filing is accurate and up to date.
5.13 Support the implementation of e-procurement with particular emphasis on developing and supporting e-catalogues.
5.14 Undertake special investigations and other duties as directed by the Category Manager in the interest of the Purchasing Consortiums service to all customers.
