Job summary

The People Division are seeking an exceptional operational leader to join the NBT eXtra team at North Bristol NHS Trust.

This is an exciting time to join the Temporary Staffing service and work alongside highly motivated and engaging resourcing professionals as we develop and transform our customer-focused resourcing services to meet the needs of the Trust and local population across the wider regional footprint.

Main duties of the job

The Resourcing Manager (Temporary Staffing) is an integral role in providing leadership to achieve a proactive, high quality, high performance, professional service for the booking and management of all temporary workers across the Trust. This is in line with the NBT eXtra standard operating procedure (SOP), NHS England requirements and the legal and mandatory requirements covering bank & agency workers.

To proactively work with the Divisional teams and Heads of service to support the development of robust processes for the requesting of temporary staff and to play an active role in the creation of strategies that identify future trends and demand planning for all staff groups/Divisions.

This role will lead identified and agreed service improvement initiatives/projects both at Trust level and through collaboration as part of the BNSSG system workstream aligned to temporary workforce. The postholder will be responsible and accountable for the operational performance of the Temporary Staffing service using key performance indicators and production of weekly and monthly dashboards, NHS England reports and validation/authorisation of invoices.

The postholder will evaluate the service provided to Divisions and meet regularly with users to review the service and work to further develop monitoring mechanisms against which the Temporary Staffing service performance can be measured.

Leadership and Management

Provide compassionate leadership through being visible, accessible, authoritative, and influential. To be a presence to which the NBT eXtra team, Bank workers and wider Trust staff and key stakeholders can rely, to ensure the fundamentals of temporary staffing supply are delivered effectively and efficiently.

  • Ensure professional leadership and management to all clinical and non-clinical Bank-only workers across North Bristol NHS Trust.
  • Provide line management to lead roles within the team, supporting them to deliver their key objectives and supporting their own and the wider teams development.
  • Delegate appropriate responsibility and authority to the level of staff within the team, consistent with effective decision making whilst retaining overall responsibility and accountability for service delivery.
  • With support from the leads within the team, ensure and maintain full compliance with appraisals, essential training, and development plans for all NBT eXtra Team members.
  • Lead on the monthly production and presentation of monthly analysis of information required for reporting results to NHS England and other bodies as required. Ensure reports are correctly completed and formatted and that all authorisation is completed by Executive Directors prior to submission.
  • To work as a cohesive team senior member with other teams in the wider People Division by taking part in meetings and workshops.
  • To lead the standardisation of Temporary Staffing documents including policies, SOPs, guidelines, agency checklists etc.
  • Ensure that confidentiality is always maintained when handling personal and sensitive information.

Operational Responsibilities

  • Overall accountability for the management, bookings and monitoring of Bank and Agency workers with delegated responsibility to lead roles within the team.
  • Accountable for the effective management of all external Agency supply across the Trust.
  • Accountable for the effective management of all Bank and Agency worker complaints and HR issues, with delegated responsibility to Clinical Support Manager, ensuring correct liaison with relevant stakeholders e.g., PALs, Safeguarding, HR, agencies, and senior managers.
  • Ensure regular communication with both Bank workers and service users as and when required.
  • Participate in relevant clinical, operational, financial and management meetings at Divisional and Trust level representing all Temporary staff.
  • Participate in discussions and key workstreams within the BNSSG Temporary staffing remit representing NBT as identified and appropriate.
  • Attend meetings as an when required on behalf of more senior members of the People Division and represent the Trust at a senior level at internal/external meetings as required.

Education

  • Be responsible for achievement of relevant training compliance with clinical & non-clinical Bank workers to agreed Trust standard.
  • Liaise regularly with corporate education regarding Induction, clinical skills, and overall training compliance of the temporary workforce.
  • Be responsible for creating and managing the ongoing review of relevant policies, procedures and SOPs that are relevant to Bank & Agency workers.
  • Work with the BNSSG to ensure policy approaches are unified and joint approaches are considered where appropriate.

Finance

  • Responsible for the monitoring of Bank and Agency usage. Provide reports for Divisional and Trust level managers as requested. Provide solutions and drive improvement for the reduction of agency spend across the Trust.
  • Ensure accurate validation and authorisation of all invoices related to agency workers. Liaison with agencies regarding any anomalies.
  • Lead and represent the organisation in the negotiation of agency worker pay rates through agencies and in line with NHS England rules regarding cap rate compliance and authorisation processes.
  • Strong and robust relationships with finance department and payroll regarding simple and complex issues.
  • Budget holder responsibility for the NBT eXtra service and training budgets

Communication

  • Ensure the provision of strong written and verbal communication in the management of clinical & non-clinical Bank only workers and liaison with service users, ensuring the delivery of service meets the needs of the user.
