Due to the establishment of a 12-month pilot we are excited to be advertising an interim Deputy Director of Safeguarding role for NBT which incorporates the statutory function of the Named Nurse for Safeguarding Children.

The role of the Deputy Director of Safeguarding is a key role in the leadership and management of the NBT trust wide safeguarding service (all ages). In conjunction with the Safeguarding Senior Leadership team, they will support with, deliver, and collaboratively implement the acute hospital safeguarding strategy.

The post holder will support the identification and facilitation of new areas of co-working and further development and embedding of the established Memorandum of Understanding between the two acute hospital trusts.

The postholder will represent NBT at relevant safeguarding children's and adults partnerships and Integrated Care System (ICS) activities and take responsibility for a delegated portfolio that contributes to ensuring that the Trust meets its safeguarding children's and adults responsibilities.

Main duties of the job

The role of Deputy Director of Safeguarding at NBT incorporates the role of Named Nurse for Safeguarding Children with fully delegated responsibility from the Chief Nursing Officer to support and implement strategies, plans, policies, procedures around safeguarding children which takes account of national and local safeguarding partnership guidance to safeguard children and promote their welfare.

This includes participating at partnership level, as representative for NBT, in design, implementation and priority setting for Bristol, North Somerset and South Gloucestershire Safeguarding Children Arrangements.

The postholder will be responsible for managing systems and processes to ensure the service is delivered in accordance with trust wide and local policies.

The post has direct line management responsibility for the Named Midwife and Operational Lead and supports specialist requirements for the line management to the Emergency Department Specialist Safeguarding Practitioner for Children.

The post holder will provide line management to other members of the integrated safeguarding team in agreement with the Associate Director for Safeguarding as required.

Job description

Job responsibilities

The post-holder will co-lead, with divisional leaders and Named Professionals, implementation of planned changes from local recommendations on practice arising from Child Safeguarding Practice Reviews (CSPRs) and Rapid Reviews, Safeguarding Adult Reviews (SAR) and Domestic Homicide Reviews (DHR) or raised through clinical governance and incident reporting.

The role of the Deputy Director for Safeguarding at NBT will be expected to work innovatively with the safeguarding senior leadership teams within the ICS to share learning and ideas for improvements to systems and practices for the benefit of patient experience.

The post holder will undertake the role of Named Nurse for Safeguarding Children for the Trust in accordance with the role and competencies outlined within Working Together to Safeguard Children (2018) and RCPCH Intercollegiate Document (2019) guidance.

The post holder will ensure provision of expert advice, support, training, and safeguarding children supervision to staff across the organisation. The post holder will ensure the key functions of the Named Nurse for Safeguarding Children are undertaken for the Trust through:

  • Effective leadership embracing and promoting Think Family and ensuring risks around children are recognised across all ages.
  • The setting, monitoring and maintenance of robust safeguarding arrangements and training programmes
  • Collaborative interagency and multi-agency working in the context of Trust processes and wider system requirements including collaboration with Integrated Care System colleagues
  • Development and maintenance of safeguarding governance systems related to safeguarding children and families
  • Expert advice and active guidance to the trust around children and young people affected by domestic abuse, transitional and contextual safeguarding issues

The scope of the post includes leading agreed development and maintenance of effective inter-disciplinary and inter-agency working, supporting changes in all-age safeguarding service delivery and clinical practice required by relevant national and local policy. It also involves ensuring provision of supervision, safeguarding focused reflective practice and support to staff undertaking safeguarding children and adults work.

The role includes preparation of chronologies and management review reports for statutory and non-statutory processes such as CSPR/SAR/DHR and including drafting IMR and timelines on behalf of the trust, undertaking critical analysis of practice and the development of recommendations and action planning through participation in panels and groups convened under the respective legislative frameworks.

Within this is the expectation that these opportunities are shared for development across the team as part of supporting and maintaining a dynamic approach to CPD and succession planning.
