Job summary

The Assistant Director of Property is professionally and operationally accountable for the Trusts Property which is required to align to the Estates Strategy together with overall financial input to assist in assurance of quality, and strategic performance of EMAS, partner organisations and commercial properties for the Trust and all associated NHS collaboratives across the East Midlands.

In addition to providing professional advice for all property functions when required liaise with health and safety, security, fire and risk management leads and infection and prevention control. Input to Capital Development and Programme Management, Operational Estates functions, Engineering Design & Technical Services (EDTS), Compliancy and Risk and Emergency Planning which are required to satisfy the legal requirements of the landlord and tenant acts.

Withoverall responsibility for the provision of acquisition and disposal and strategic advice on property to the Director of Finance and ultimately to the Chief Executive and Board.

Main duties of the job

To provide leadership and strategic direction for the acquisition and disposal of Trust estate to comply with NHS governance and Health Building Notes 00-00 and 00-08.

Trust lead for attending and informing all ICS property and estates groups across the East Midlands

Input into the 5 divisional ICS integrated strategic care models as applied across the total NHS property portfolio.

Act as the Trust lead for attending and informing all OPE (One Public Estates) property and estates groups across the East Midlands, Blue Light property groups

Act as the Trust lead for property matters for commercial premises, in line with NHS national and RICS professional guidance and ensure all negotiations are conducted to meet with Trust values and objectives.

At lease termination act as Trust lead in the legal processes and standards required to inform any dilapidation claims and 'negotiate' our position using standard RICS Scott scheduling, which would be required to inform dispute resolution or Court decisions.

About us

Working for EMAS as the Assistant Director of Property you will;

Have knowledge of the risk profiling for acute, mental health and community based property which is required to inform 10 year infrastructure plans required by NHSEi and from each ICB

Work with Trust solicitors in forming leases that satisfy NHS obligations and standards

Ensure EMAS satisfied is obligations for national quarterly surplus land registers and that property matters are recorded correctly

Ensure all Valuation Office property matters are dealt with as they are received.

Liaise with internal divisions to negotiate all Heads of Terms for commercial premises once Operational Business Cases have obtained the necessary EMAS internal approvals.

Assist with the development and delivery of the Trusts Estate Capital Programme ensuring schemes are appropriately scoped, managed and delivery in line with agreed financial allocations particularly where landlord consents and LA approvals ar required by law.

Work with the Director of Finance and Cash and Capital Group members in the ongoing development of capital policies and procedures, including business case documentation and training.

Support in the development, prioritization and assessment of ICS, OPE and Blue light capital bids in line with national guidance.

Fully accountable to work within Standing Financial Instructions and good management practice.

Working with service leads and taking models of best practice to ensure the Trust is making the most efficient use of its estate resources, maximizing utilisation, and ensure these are built into the Trust terrier.

Maximize the appropriate utilization of the space leased and owned by the Trust, working with services to ensure that future requirements are identified and planned for.

STRATEGY

To be fully accountable for the development and delivery of the elements of property than inform the Estate strategy including associated supporting policies and to provide regular updates to the Executive and Trust Board.

To work with colleague across our ICSs to develop system wide estate strategy which are congruent with the Trusts strategy and deliver the best possible estate solutions for our patients and staff.

Reviewing opportunities to expand and develop and supporting operational bids and tenders where appropriate.
