Lead the development and implementation of the unified EPR system across South London and Maudsley NHS Foundation Trust ensuring that its delivery is fit for purpose and is aligned to and supports the Trusts strategic objectives and future service models.

Main duties of the job

Lead the development and implementation of the unified EPR system across South London and Maudsley NHS Foundation Trust ensuring that its delivery is fit for purpose and is aligned to and supports the Trusts strategic objectives and future service models.

Work, in partnership with the Executive and Senior Leadership Teams across the Trust, to build the organisational readiness and appropriate conditions that will enable a smooth transition of the transformational change from programme to business as usual.

This role will lead the stakeholders from the Trust to the completion of the full business case, including the implementation of the procurement governance, OBS (Output Based Specification) development and contract negotiation coordination. They will work in partnership to ensure the delivery of preparation activities such as data migration strategies in the run up to full implementation.

Key Responsibilities:

1.Communication

Develop and maintain sustainable working relationships to engage and

communicate with a range of key stakeholders including the Trust Board, Executive team, Senior Managers and wider ICB leaders

Work with all internal and external stakeholders to build effective

relationships that engage with the design and delivery of the EPR

Programme

Communicate highly complex and sensitive information with a range of internal staff and external stakeholders, ensuring that the EPR milestones are delivered within agreed timescales

Act as source of specialist knowledge, preparing and delivering briefings

and presentations to a wide range of stakeholder groups internally and

externally

Communicate, both verbally and in writing, complex sometimes contentious and potentially commercially sensitive information to a range of different staff groups

2. Analytical and Planning

Establish the EPR Programme structure, embedding into the Trusts

governance and existing programmes of work, putting in place robust

monitoring and reporting processes.

Responsible for the development of Programme Plans for the Readinessand Implementation Phases of the EPR programme.

Responsible for supporting the development and approval of the Full

Business Case for EPR for SLaM

Responsible for ensuring Risks and Issues are appropriately

documented, managed and escalated as required to the SRO

Responsible for all Programme reporting requirements for the

EPR programme.

Work alongside the EPR Procurement Lead to undertake the

procurement, negotiation and finalisation of contract through to signature.

Establish a resourcing plan for delivery of the programme and the

ongoing business of usual of the EPR.

To lead on the dependencies across the EPR Programme, ensuring that

SROs have visibility on the impact of dependencies which would impact

delivery. Escalating through SROs to the relevant programme boards, if there is a risk emerging across workstreams.

Work collaboratively with system partners to ensure dependencies are

managed between EPR and wider strategic programmes of work.

Interpret data from a variety of sources to offer recommendations on overall Programme and workstream delivery and service reconfiguration across the organisations.

3. Policy and Service Development

Work alongside suppliers to develop systems and services to integrate and support the implementation and digital transformation.

Support cultural and behavioural change across the Trust which will enable a new way of working to be established to improve patient care and service delivery

Establish the Benefits Realisation strategy for the EPR programme,

and approach to monitoring release of benefits

Develop the evaluation framework for the programme as part of the

readiness phase.

Continually evaluate the programme of work and teams structure, ensuring they are fit for purpose. Implement policies and procedures, monitoring progress against the strategic plan and adjusting plans and strategies in linewith a changing environment

4. Financial and Physical Resources

Responsibility and accountability for the management of a multi-million pound budget for the EPR Programme. The postholder will provide high level support to the CDIO in managing resources in a cost effective and flexible way that is responsive to a dynamic national, local and political context.

Responsible, on behalf of the SRO, for the delivery of the EPR programme milestones on time and to budget.

Has ownership, with the SRO, for the strategic relationship with the EPR

system supplier.

Negotiate favourable contractual terms and pricing with suppliers, using

national contract frameworks where appropriate.

Co-ordinate, monitor and measure supplier or subcontractors involved in the programme to ensure the contracted product / service are developed and delivered as planned.

Deliver all services within the Standing Financial Orders and Standing

Financial Instructions (SFOs and SFIs) of the Trust.

Staff Management

Onboard programme resources

Provide line and/or matrix management of staff allocated to the programme, in line with the Trusts policies and procedures.

Ensure the programme team are equipped and trained to implement the programme.

Ensure all leaders are trained and equipped to support their staff through the transformational change.

Ensure that all staff are trained effectively and equipped for the new way of working enabling a smooth implementation.

6. Information Resources

Develop and maintain programme and project systems and processes that contribute/supports the Trusts improvement and transformation programmes.
