Job summary

This role is for a Deputy Chief Operating Officer working directly to the Chief Operating Officer, providing senior operational and strategic leadership ensuring the effective provision of health and care services across the organisation.

The role will lead and be accountable for the delivery of operational clinical services in geographical areas ("Place Alliances") for physical and mental health services as well as one of the specialist services across the trust.

The post holder will be accountable for the coordination and delivery of high quality and safe clinical services, working in partnership with Medical Directors, professional leads and wider partners for health and care delivery. Providing both operational and strategic leadership, the post holder will be responsible for ensuring flexibility in capacity to meet demand and deliver both the local quality and safety agenda and all service targets.

The role will lead in driving key opportunities across the trust to support integrated working across services . It will ensure the effective implementation of pathways, supporting the emergence of Primary Care Networks (PCNs, Integrated Care Partnerships (ICP) and Provider Collaboratives. Strategically, this role will need to represent services in relevant forums, and in particular be responsible as the Trust's representative in the place-based partnerships and integrated care pathways, feeding into system level delivery for Southeast London footprint.

Main duties of the job

Managing budgets with responsibility for monitoring service and team expenditure within the financial envelope

To ensure the implementation of all statutory requirements, Trust policies, Standing Orders and Standing Financial Instructions and targets

Support executive team in the negotiating and contracting process

Lead on all aspects of collaborative working with stakeholders and representing the Trust on all key forums such as the Clinical Quality Review meetings, the Local Authority Health Scrutiny Committee, the Health & Wellbeing Boards, etc.

Be a full and effective contributor to Senior Management Team meetings and deputising where required for the Chief Operating Officer.

To manage the operational performance of services

Analyse organisational and service performance data

Ensure that effective clinical governance, risk management and controls assurance systems and procedures are embedded into the culture of the designated area.

Work closely with clinicians, managers and Trust leads to ensure that the Trust is providing optimum quality of care in line with CQC Standards, national and local healthcare targets.

Oversee and enable General Managers with the day-to-day operational delivery of services.

To work across boundaries to ensure a seamless service for patients and ensure the delivery of all operational priorities

Ensure both strategic and business planning is in place for all services.

Demonstrate excellent Board level report writing skills.
