Job summary

Two exciting new roles have been created, providing clinical leadership opportunities to support the development and delivery of an ambitious programme to improve patient experience and outcomes within acute and urgent care across the three South London Partnership trusts (SLaM, Oxleas and South West London & St George's).

We are seeking senior clinicians from all professional backgrounds with significant experience of acute mental health services who are passionate about improving patient care and reducing health inequalities. You will have experience of working collaboratively, and/or establishing a new project or initiative and can provide credible leadership to the two areas of work. You will be supported by an SRO and programme director for each programme.

These roles could be fulfilled by two people, working very closely together (1 day per week/ 0.2WTE for each role) or a single individual could fulfil both roles (2 days pw/0.4wte).

Please note these positions are advertised as an opportunity for either a Medical Grade or an Agenda for Change Grade to encompass the prospect of applications from differing professional backgrounds and has therefore been advertised in both Medical and AfC TRAC systems

Main duties of the job

As a Clinical Director - SLP Acute and Urgent Care Programme, the postholder will work as part of a dynamic team leading the development of services as part of the SLP. Working collaboratively with the nominated Chief Executive (Senior Responsible Officer) and SLP Director, the postholder will support the strategic and operational development and delivery of coherent and effective arrangements in South London to ensure the partnership achieves excellent outcomes. They will provide senior clinical leadership to a specified SLP Clinical Programme, overseeing the clinical aspects of its development and operational activities, ensure there is alignment to the objectives of the partnership as well as being accountable for the design of the models of care associated with the programme.

The South London Mental Health and Community Partnership (SLP):

The SLP is a collaboration between Oxleas NHS Foundation Trust, (Oxleas) South London and Maudsley NHS Foundation Trust, (SLaM), and South West London and St George's Mental Health NHS Trust (SWLSTG) between them delivering mental health services to a population of more than three million people. The partnership brings together clinical expertise, experience, and innovation, aiming to improve quality, use resources most effectively, and deliver best practice consistently to all patients. Since its inception, the SLP has been a resilient and effective partnership that has improved patient experience, introduced innovation, and developed new services across the 12 boroughs of south London.

The SLP is a well-developed collaboration and has an impressive record of improvement within its formal specialist services provider collaboratives (adult secure, adult ED and tier 4 CAMHS). With the introduction of integrated care systems and associated changes, SLP has now taken on responsibility for acting as a "provider collaborative" for local mental health services, including acute and urgent care. This means that SLP could take on the delegation of commissioning functions and budgets for some local services over time. With that responsibility in mind, and reflecting the pressures in the system, we are looking to refresh and expand SLP's Acute and Urgent Care Programme

Clinical Leadership

  • To be a clinical leader and champion for the Acute and Urgent mental health SLP Clinical Programme
  • To foster a culture of multi-professional engagement in the improvement of care across integrated pathways for the SLP Acute and Urgent Care Clinical Programme. This will include collaborating and engaging with clinical colleagues to deliver an ambitious programme within the Partnership.
  • To maintain credibility with all key players within the Acute and Urgent Care community, fostering a culture of collaboration for the delivery of equitable, high-quality care. At times this will include acting as an honest broker reconciling conflicting views and interests.
  • To foster and promote a culture of clinical engagement and influence ensuring the work is clinically led.
  • To represent the Partnership at a range of strategic fora and ensuring opportunities for additional investment are maximised
  • Development of commissioning functions for the partnership (where appropriate).
  • To act as a champion for Acute and Urgent Care service users / families and their interests and involving them in the strategy development and decision-making of the partnership
  • To uphold organisational policies and principles on the promotion of equality.
  • Ensure appropriate Clinical Governance is part of design work, although clinical governance for services will remain within the Trusts providing these.

Model of Care Development and Implementation

  • With the support of the nominated SLP operational Lead, to drive and support the development of new care models.
  • Accountable for the clinical design associated with the Acute and Urgent Care SLP Clinical Programme.
  • Have clinical oversight of the programme.
  • Ensure that the design of the model of care for the partnership is based on the best available evidence.
  • Provide clinical advice across the programme and sub-work streams.
  • Be a key part of the relevant groups advising them on pathway and service design and development of the clinical model.
  • Promote a culture of excellence that informs the transformation of care pathways leading to change and provides assurance around all quality initiatives.
  • Use insight in the use of evidence and NICE guidance to inform service design.

Clinical input to Hub operations

  • Provide clinical oversight of the activities that take place in the central hub for the clinical programme, and in particular the elements of case management, clinically led decisions to place or repatriate patients and service development.
  • To create an inclusive working environment where diversity is valued, everyone can contribute, and everyday actions ensure we meet our duty to uphold and promote equality.
  • To work with NHS England, SEL and SWL Integrated Care Boards, Systems and Partnerships, Police, local authorities, housing organisations, Voluntary, Community and Social Enterprise providers and other bodies as appropriate.
