Job summary

This is an exciting opportunity to join the SLP in a new role as a Senior Governance Manager. The postholder will play a key role in supporting the SLP in operating to a very high standard of effectiveness and efficiency, to establish effective structures and procedures for the sound corporate governance and will be responsible for ensuring compliance with these.

The successful candidate will work with senior and executive level colleagues across the three SLP trusts and will have significant devolved autonomy. The successful candidate will be confident and highly motivated with an excellent knowledge of corporate governance, legislation and regulation relating to NHS organisations. The successful candidate will also have exceptional communication skills and a demonstrable track record of driving high standards of governance within a complex setting.

Main duties of the job

The postholder will support the Business and Programme Delivery Lead and the SLP Director in ensuring the delivery of a comprehensive corporate governance service to the SLP. The postholder will be required to work closely on an intensive basis with the Senior Leadership team to support the effective leadership of the SLP and ensure compliance with the NHS Code of Governance. This will include working with the Senior Leadership team and decision-making groups to help ensure that the SLP can deliver its strategic ambitions and secure on-going compliance with the NHS regulatory framework.

This role will have key corporate governance responsibilities in respect of public access to information and the management of the SLP processes in the development of new policies. The post will be a key point of contact for advice on complex corporate governance matters within the SLP, so that decision-making is effective, risk is managed, and the right outcomes are delivered. This post has an expectation that work matters are undertaken within agreed parameters and work is self-managed.

This position has responsibility for the Business and Programme support team providing administrative and programme management to the whole of the SLP. This requires line management of a group of staff of approximately 10+ staff members and the management of a document management system. It includes the planning of staff absences and organising the support offer to the programme leads/directors.

SLP GOVERNANCE

  • With the support of, and links to the BI/IT Lead, ensure the Director of the SLP, Business and Programme Delivery Lead, Finance Director, Head of Quality, their committees and key Groups are properly constituted, convened, operated and supported in accordance with the Trusts Standing Orders, the NHS Code of Governance and the regulatory framework.
  • Provide expert and specialist governance and other advice to the Senior Leadership Group to support the effective discharge of their responsibilities to achieve quality governance and clinical effectiveness objectives.
  • Provide the full range of specialist secretarial services to the Senior Leadership Group including planning and organisation of meetings, the forward planning of business the timely planning, preparation, submission and issuing of agendas, reports, supporting papers and minutes for all meetings, ensuring minutes of the senior meetings and working groups, properly record decisions made and their context.
  • To attend the Partnerships in Common business meeting and facilitate the smooth management including minute taking and the invitations for external presenters. To provide engagement support with external partners and manage the expectations of the Chair and other Partnerships in Common committee members.
  • To manage the Business and Programme Support team and to ensure specialist and high-level administration support is provided to the Senior Leadership Team to deliver effectively. There is also the management of the document management system, and organisational support to the programme leads and directors.
  • Deputise for the Business and Programme Delivery Lead at Senior meetings when required.
  • To support the delivery of regular development sessions and ensure the actions that emerge from these are incorporated within governance.
  • Support the SLP Director, the Communications Lead and the Business and Programme Delivery Lead in managing and planning the communications and administration processes associated with the Senior Leadership Group (SLG) and the Programmes within the SLP ensuring that these are carried out in a way that enables the SLG and Programme Leads and Directors to undertake their duties as effectively as possible.
  • To lead projects as requested by the SLP Director and the Business and Programme Delivery Lead.
  • To develop systems and processes to support the governance agenda working as appropriate with NHS Providers, the SLG and others.
  • To develop processes/systems to support the administration and project management offer to the programmes.
  • To possess advanced keyboard skills and to utilise advanced skills to carry out all tasks as advised.

CORPORATE GOVERNANCE

  • Support the Director and the Business and Programme Delivery Lead and the SLG in ensuring that advice is provided on all matters relating to statutory and legislative compliance, including compliance with the requirements of the 3 Trusts standing orders and standing financial instructions, the NHS Code of Governance and other best practice in corporate governance.
  • Keep up to date on all new corporate regulatory developments and other corporate governance matters such as the annual reporting process.
  • Support the SLG to ensure that relevant returns and reports to NHS England, ICBs and other statutory bodies are submitted correctly and in a timely manner and that the SLP complies with the relevant legislation. Ensure that these are planned for to ensure compliance with the timetables associated with the returns.
  • To lead, oversee and manage the co-ordination of the responses to formal enquiries for commissioning information and complaints with the SLP Director to ensure compliance with the Trusts KPIs. To provide updates to the SLP Senior Leadership team.
  • To facilitate and be accountable for ensuring that all Registers required by legislation and regulation, are established and maintained and are available for public inspection, including Register of members of the Board of Directors; Register of Directors interests; Register of use of the Trust seal; Declarations of Staff Interests; Declarations of Gifts and Hospitality; and Register of tenders received

  • To collate and analyse data for inclusion in all SLPs annual reports.
  • Responsible for producing the SLP annual Partnership Report , ensuring adherence to regulatory guidance, and that nationally set timescales are met. . This will include the preparation, publication, distribution and presentation of the SLP Annual Partnership Report. The post holder will also be responsible for the production of the summary Annual Partnership Report.

LINE MANAGEMENT

  • To be responsible for the line management of the Business and Programme Support team, responsible for supporting SLP administration and programme management across all SLP programmes and central team. The team comprises of 10+ staff and fluctuating demands may increase or decrease the requirements.
  • To monitor the workload and outputs from the Business and Programme Support team and to consistency check the minutes and agendas are of agreed practice.
  • To plan accordingly for absence cover within the team and develop a lean service offer to the whole of the SLP.
  • To manage the document management system and introduce new processes to support the planning and organisation of the SLP documents to comply with governance requirements.
  • To provide advice and support to the Business and Programme Support team staff to support their professional development.

RESEARCH AND DEVELOPMENT

  • The post requires regular research and development activity that includes researching corporate governance best practice in a range of other bodies including other Trusts, other public bodies and the commercial sector.
  • To produce reports on the outcome of this research and presenting recommendations to the SLP SLG on how to implement best practice identified. Areas of corporate governance best practice concerned include SLP Annual Partnership Report.

BUDGETARY RESPONSIBILITIES

  • Within agreed limits deal with relevant invoicing and ordering on behalf of the designated area, acting as budget manager as appropriate.

  • The post holder will need to act as an ambassador for the SLP showing corporate loyalty (to the 3 Trusts) and also loyalty to the SLP this is a key leadership requirement of this role, such that any issues or problems that arise are dealt with effectively.
  • Excellent communication and relationship building skills are critical in the transmission of complex, sensitive and clinical information.
  • Persuasion and negotiation skills as a high level will also be required to manage competing priorities and will be employed with a field of opinion formers, leaders and clinical leaders at very senior level, both internal and external to the organisation.
