Job summary

An exciting opportunity has arisen to join the South London Mental Health and Community Partnership for the role of Head of Commissioning and Contracts Manager - Provider Collaboratives.

The postholder will facilitate and manage arrangements for the effective commissioning of specialised Mental Health services across South London, working in line with national and local policies. The post holder will be required to operate within the governance arrangements of both the SLP and Partnership Trusts in commissioning and contracting current and new services, and in managing, evaluating and reporting on contract performance and reporting. The postholder will be responsible for delivering specific projects within agreed specifications and supporting the implementation and development of these projects within the agreed specifications.

Main duties of the job

The post holder will work in close partnership with Clinical Leads, Service Directors, Finance and Contracts teams, Quality leads, SLP colleagues, Case Managers, NHS England / NHS Improvement (NHSE/I), sub-contracted NHS and independent sector providers, external provider collaboratives, other stakeholders, patients and carers to develop service strategy and service design.

The post holder will be expected to develop and maintain partnerships with a wide range of stakeholders, provide specialist advice to other services and steer the performance of projects being delivered. The postholder will ensure that commissioned services are based upon identified local need, evidenced based practice and value for money will be essential in delivering the key outcomes for the SLP.

The role will be responsible for delivering specific projects within agreed specifications and supporting the implementation and development of these projects within the agreed specifications.

  • Lead a range of service and mobilisation projects designed to ensure a more resilient system wide approach to the strategic and day-to-day commissioning of mental health services in line with the NHS Long Term Plan.
  • Advise and determine on contractual new and existing commitments with major financial implications, including new contracts, block and cost per case contracts, exceptional packages of care.
  • Align with the development of integrated care systems for designing/commissioning services in conjunction with key stakeholders.
  • Champion and promote quality (patient safety, clinical effectiveness, and patient experience) as a core focus within the SLP and across the South London health and care system.
  • Develop and implement a performance management framework to manage the performance of providers in line with contractual agreements, service specifications, and outcomes ensuring that improvement targets agreed are met.
  • Provide leadership and support as required to the management of the SLPs portfolio of programmes, taking specific responsibility for strengthening working relationships and partnership working across multiple organisations.
