Job summary
The post holder will deputise as required for the Assistant Head of Hard FM at meetings and/or sub committees.
You will have Hard FM knowledge, experience and technical skills, and maintain a current knowledge of relevant legislation and statutory obligations. The post holder is expected to develop accurate technical knowledge of the sites within their allocated zone.
The Zone Manager works independently within the team structure, broad occupational policies and guidelines to ensure that quality standards, statutory and mandatory requirements pertaining to Hard FM services are met.

Hard FM Services Delivery
- Monitors that Hard FM operation and maintenance (including reactive work, planned maintenance and contract work) is safe, complies with statutory and mandatory requirements and meets appropriate standards, quality and specifications for sites within allocated zone.
- Provides operational assistance to the Hard FM team as required, and contributes to the planning, development and delivery of Hard FM services across the estate.
- Acts as the initial point of contact and escalation within allocated zone, providing technical and site knowledge as required.
- Fosters effective and professional working relationships with internal and external stakeholder groups such as QTS teams, service providers, QTS clients and external organisations.
- Attends site meetings, identifying minor and future works affecting sites within allocated zone.

- Maintains a current knowledge of relevant legislation, statutory obligations, and Trust Policies and Procedures, ensuring this is incorporated into QTSs audit processes.
- Assists with the handover of Capital projects to the Hard FM team as required, ensuring agreed procedures and required standards are met.
- Assists with the review and implementation of policies, work practices, and procedures to improve the delivery, quality, or cost of Hard FM services.
- Contributes to the development of effective Quality Assurance, monitoring and reporting for Hard FM services.
- Carries out regular condition surveys, risk assessments and audits within allocated zone, to check validate and challenge work undertaken. This is both on-site and in written documentation, covering mechanical and electrical (M&E), building fabric and other related Hard FM services.
- Works with appointed QTSs Authorised Engineers (AEs) and subject matter specialists, to ensure Hard FM systems and services remain within tolerance and are fully compliant.
Supplier & Contract Performance
- Ensures that contract specification delivered within allocated zone meets the required standard, seeking assurance from the Service Provider as required.
- Ensures all actions by contracted services are completed and at least meet the standards set out in QTSs service level agreements (SLAs). Ensures actions are recorded and reported in relevant systems.
- Attends supplier contract performance meetings as required.
People Management
- Responsible for effective leadership and direct line management of in-house engineers.
- Responsible for role modelling QTS values and behaviours, and encouraging and developing a supportive, open and inclusive culture.
- Promotes and supports professionalism and quality.
- Ensures all QTS people-based policies and procedures are adhered to for self and in-house engineers in reporting line, such as annual leave, sickness, annual appraisals and mandatory training compliance.
- Ensures effective two-way communications are in place within reporting line so that in-house engineers are kept informed and engaged in a timely and appropriate manner.
Data & Information
- Uses CAFM and other systems to monitor Hard FM Services and associated performance for allocated zone against agreed standards and objectives.
- Checks that value for money is achieved.
- Assists with Estates Returns Information Collection (ERIC), property asset management (PAM), Patient-Led Assessments of the Care Environment (PLACE) assessment and Model Hospital data processes and submissions.
