Job summary
OUH are looking for an enthusiastic and experienced Finance professional to take up a fixed term position as Head of Finance - Investments and Oversight.
This role is an integral part of the senior finance team at Oxford University Hospitals, ensuring that business cases have sufficient finance scrutiny before management approval, and review once operational to ensure costs and benefits are in line with expectations.
This is a 3 day fixed term role to cover a partial secondment, and can be worked as a hybrid role, with in office and home working.

Main duties of the job
The postholder will be the senior finance lead on the oversight of non-commercial investments and large non-commissioning contracts as well as the assessment of operational investment cases.
This will include coordination, understanding and financial modelling of performance in these areas as well as advice and recommendations to the Trust's senior leadership on decision making.
The postholder will require expert analytical, judgement, presentation skills, as well as the ability to make and influence key decisions at a senior level.

- To act as the Trusts senior finance lead on the development and appraisal of operational investment cases. This will include taking a lead role in any relevant project team.
- To act as the primary advisor on operational financial investments to Business Planning Group (BPG), coordinating with the Director of Contracting and Business Planning to ensure accurate and timely information is provided for decision making. To implement national best practice on investment appraisal.
- To act as the Trusts senior finance lead for the oversight of performance of non-commissioning contracts, including Managed Equipment Services (MES) (e.g. Energy Centre, Cerner, various diagnostic (Abbott, Alliance Medical) contracts to ensure value for money (VfM) is being achieved by providing timely and transparent reporting of performance and providing appropriate briefing to enable informed decision making. This includes responsibility for developing and monitoring the relevant delivery plans and budgets in these areas.
- To act as the Trusts senior finance lead for the oversight of Private Finance Initiative (PFI) contracts, including financial oversight and long term planning of Managed Equipment Services (MES) for medical equipment, to ensure value for money (VfM) is being achieved by providing timely and transparent reporting of performance and providing appropriate briefing to enable informed decision making.
- To be responsible for developing policy for VfM assessments of PFI variations, including building and equipment.
- To lead in the development of viable, robust and deliverable plans for business as usual capital investment in Corporate areas (e.g. Operational Estates and IM&T).
- To work with the relevant Corporate Department on the implementation of improvements to financial and performance reporting systems, including oversight on development of performance dashboards, key performance indicators and any other key management information.
- To provide expertise, support and oversight into financial modelling work relating to operational developments within the Trust.
- To provide financial advice on operational projects and proposals.
- To work with corporate teams in developing service models associated with the new strategic developments.
- To undertake significant management responsibility forspecific project teams as required, including clinicians, allied health professionals, managers, Finance, HR, IT and Estates.
- To participate in the development of partnerships with other healthcare organisations, academic institutions and charitable bodies etc, which are necessary for the delivery of strategic developments at OUH.

- To develop and implement project plans, ensure projects meet key milestones and deliver within agreed timescales.
- Communicate highly sensitive, complex and contentious information to a range of internal and external stakeholders.
- Use persuasion and motivation skills to influence key decision making and maintain professional communication at all times when dealing with sensitive and contentions issues.
- To constructively challenge senior stakeholders throughout the financial planning process to ensure robustness of project plans.
