Job summary
The post holder will ensure the effective management of all Hard and Soft Estates & Facilities related matters (Maintenance, Engineering, Minor works, Catering, Portering, Security, Cleaning & Grounds) including workforce leadership, control of contracted resources, compliance with all statutory and mandatory requirements and the safe operation and effective maintenance of all life critical building services and estate fabric.
These key roles that will strengthen the Estates & Facilities team and provide NHFM with an improved level of technical and Facilities Management competence.
Main duties of the job
Primary responsibility for overseeing the day to day management of all estates technical maintenance and engineering activity, including all directly employed and third party contracted resources within defined base site hospital and related healthcare premises and supporting across other locations when required.
Ensure that all premises are managed and comply with current statutory, mandatory and regulatory compliance and all associated Health & Safety related issues and areas of risk to patient and service users is mitigated and maintained within Trust risk appetite.
Develop a comprehensive understanding of all soft facilities services delivery models, supporting the effective and efficient delivery and compliance with MSA targets, as required, working collaboratively with the Soft Services Manager and wider Facilities team.
Deputise as responsible site lead in the absence of the Area Estates & Facilities Manager to ensure the effective day to day running of all Estates & Facilities activity.

Directly responsible for the management, operation and maintenance of all life-critical Engineering services plant and equipment.
Promote a culture that drives improved and demonstrable Health & Safety behavior, performance and reporting across all areas of operation.
Delivery of all services in accordance with HTM and HBN requirements, maintaining adequate level of competent resource (AP, CP) and ongoing assurance compliance reporting.
Provide strong people leadership, supporting ongoing minimum target level compliance against statutory & mandatory training and staff annual appraisal.
Ensure effective gatekeeper and safe systems of working are established and maintained for all direct and non-direct delivered activity to avoid conflict of working, and aligned with current policy and SOP (e.g. control of contractor) documentation.
Ensure appropriate arrangements are in place for effective and efficient scheduling and allocation of all PPM and reactive works.
Maintain adequate levels of on call and out of hours competent resource available to respond to incidents and reactive works in accordance with MSA.
Ensure all building systems and plant is maintained, operating in accordance with user requirements, set parameters and to achieve optimum efficiency, supporting energy reduction and carbon target delivery.
Deliver ongoing lifecycle and backlog maintenance through value for money solutions and in accordance with defined budget allocation.
Maintain and provide current and accurate information to support PAM and ERIC submissions
Highlight new or emerging risks as part of risk register reporting and provide solutions and recommendation to mitigate and address risk to a tolerable level and maintain within risk appetite
Attend, support (lead as identified) Trust committees, including but not limited to Water, Ventilation, H&S, Medical gasses
Support the delivery of estates strategic capital development activity being responsible for smooth soft landing and transition from project to operational statusControl and manage pay and non-pay budgets, ensuring that Estates and labour budgets are kept within financial limits set and to obtain the most economical use of resources and to deliver maximum value for money
