Job summary

To assist and deputise for the Head of Emergency Preparedness, Resilience and Response Planning in the delivery of EPRR within Northumbria Healthcare.

This post falls within the provisions of Agenda for Change Annex 20 - Development of Professional Roles, whereby upon completion of an agreed set of competencies you may move onto the next pay band without the need for an application for a post at a higher level.

If the successful candidate does not have a recognised qualification as per the person specification then they would be appointed as a Band 5 to progress to the Band 6 on completion of the aforementionedcompetencies

Main duties of the job

Maintain awareness of current and future legislation, guidance and industry best practice and how it could impact on the Trust and its approach to Emergency Preparedness, Resilience and Response.

Support the Head of EPRR in the development of a Trust wide emergency preparedness, resilience and response capability programme which includes; strategic, tactical and operational level needs.

Support the Trust's core Emergency Preparedness Board and any additional sub groups as required.

Chair/ lead specialist working sub groups and direct and manage the tasks and actions of those groups.

Develop partnerships/collaborations with external agencies (including category 1 and 2 responders) and contribute to development, review and maintenance of multi-agency plans.

Provide emergency preparedness, resilience and response advice and support to managers and staff.

Identify staff training needs and prepare, support and deliver/facilitate training and practical exercises as part of department, business unit and Trust capability development.

Job responsibilities

In an emergency situation i.e. major (casualty) incident /incidences, staff strikes, severe weather, Counter Terrorism and Chemical Biological Radiological Nuclear(CBRN), ensure that the Trusts employees and managers are prepared and able to adapt and respond to situation(s) as they arise by; using their experience and initiating Trust plans / protocols to (where possible) minimise disruption to services until the event is over and normal services resumed.

This involves assisting individuals, departments, and business units Trust wide to assess their capabilities to respond to a range of emergency situations and where necessary support them to develop and improve through plan/procedure development, training, simulations and exercises.

Overall responsibility is for managing wards/departments, business units, sites and the Trust in coordinating responses to a range of emergency situations.

To support the smooth running of the department through provision of professional, timely effective and efficient management.

To role compassionate and inclusive leadership in order to shape the creation of a collective leadership culture within the trust. This means demonstrating a consistent leadership style which (a) engages, enables and empowers others (b) uses coaching to promote ownership of learning and quality improvement and (c) facilitates team working and collaboration within teams / departments and across organisational boundaries.

  • A recognized qualification in an emergency preparedness or service improvement related field to diploma level or equivalent experience within a public sector organisation.
