This is a fantastic time to join the People and Organisational Directorate as we develop a strong brand of consultancy, support and challenge to our customers. The HR Operations Manager will provide leadership, management and ongoing development to the People Advisory Team ensuring it provides a consistent, professional, and effective first level HR service to the Trust.

The postholder will also be required to manage a sensitive and highly complex employee relations caseload, working closely with the HR Business Partners in all Divisions, working under the leadership of our Associate Director of HR and Resourcing.

Main duties of the job

The post holder will be the lead for the People Advisory Team, shaping and determining the direction and delivery of a comprehensive service to support the Trust in meeting key strategic and operational workforce objectives.

The post holder will provide leadership, management and ongoing development to the People Advisory Team ensuring it provides a professional, effective HR first level HR service to the Trust. Work is carried out within departmental guidelines with accountability to the Director of People & OD.

The post holder manages sensitive and highly complex employee relations casework, providing support and guidance with sensitive and challenging issues relating to all staff in the Trust, including Medical and Dental. The post holder undertakes business partnering activities with nominated directorates on an as-needed basis.

The post holder will be expected to successfully operationalise strategy and policy leading the People Advisory Service in the delivery of efficient, legally compliant, timely, accurate, consistent and proactive HR service.

Job responsibilities

Act as the front-line contact for key stakeholders, building effective working relationships and promoting positive and timely communication with internal and external partners, staff side colleagues and other partners.

Develop a strong brand of challenge, support and consultancy to line managers.

Provide robust and effective day to day line management for the People Advisory Team; supporting and developing staff, carrying out 1-1s and appraisals, ensuring appropriate service delivery at all times through liaison with operational and clinical colleagues and managers.

Authorised signatory for the People Advisory Team, including overtime, bank and agency expenditure and purchase of some assets, equipment and supplies.

Provide subject matter expertise to Trust management on complex and sensitive issues in accordance with best practice, policies and procedures, legislation and NHS guidance and initiatives.

Model good employee relations, supporting managers in effective implementation of HR policy, including formal hearings and representing the Trust at Employment Tribunal.

Develop and lead on specific Employee Relations initiatives, projects and systems. Develop and implement policies to support the overall People & OD strategy.

Liaise with the Leadership & Organisational Design (L&OD) team in order to support the routine provision of HR advice with a programme of relevant and focused training for managers and HR staff.

Manage key Employee Relations projects to ensure that deadlines are met, prioritising and delegating where appropriate and evaluating success.

Liaise and collaborate with solicitors engaged by the Trust in response to early conciliation, arbitration and Employment Tribunal referrals, ensuring that all relevant documentation is provided and providing testimony in writing or in person as required by the case.

Ensure that a culture of continuous professional development is fostered and supported within the People Advisory Team to ensure opportunities for progression and professional accreditation.

Contribute to and validate relevant management digital toolkits as requested by L&OD.

Maintain effective communication and consultation with staff and trade union representatives both formally and informally, in order to foster positive working relationships with staff side to achieve organisational goals.

Collaborate with HR Business Partners to escalate relevant Employee Relations casework and identify relevant trends within their respective directorates.

Support the managers and teams with highly complex disciplinary and capability issues, conflict and team development, attendance management and dignity at work issues. These situations require mediation, decision making, influencing skills, coaching, counselling and problem solving skills to achieve a successful outcome. Supporting the handling of complex and sensitive cases, providing advice to a range of managers including Executive Directors.

Collaborate with HR Business Partners where necessary in respect of organisation change management, ensuring effective consultation processes are followed in line with employment law and best practice.

Sit as a panel member for disciplinary, capability and grievance hearings, where complex information will be provided and analysed, and agree solutions despite often conflicting views.

Ensure that the People Advisory Team has current, relevant knowledge regarding pay and conditions of service, statutory obligations, entitlement, employment law and employment issues in order to ensure that the Team is able to provide accurate advice to staff and managers.

Research and interpret existing and emerging employment legislation, case law and policy information to inform and advise managers within the Trust, including contributing to the HR Policy Group as required.

To devise and deliver management briefing sessions, workshops and equivalent as agreed with the HR Business Partners and the Associate Director of HR and Resources.
