Job summary
Two exciting opportunities have arisen for dynamic Procurement Managers within the Procurement Shared Service function for the Gloucestershire Health Community. One role covers Corporate and IT procurement and the other is in clinical procurement covering medicine. The Procurement Shared Service covers 3 organisations across the County; the successful candidate will be responsible for influencing the annual spend across the three organisations and delivering significant improvements in value for money to achieve organisational savings plans.
The Department is looking for a dynamic and experienced procurement professional to enhance relationships with stakeholders, to drive productive collaboration and effective forward planning to manage non-pay activity. Reporting to the Procurement Business Partner, the Procurement Manager will provide procurement expertise to stakeholders; advising on successful contracting within the context of public procurement regulations and the Trust's internal regulations and policies. The post-holder will be an integral part of the team working with managers/clinicians to develop procurement strategies for agreed categories of spend and to identify opportunities for the achievement of directorate savings. In addition, the successful candidate will take responsibility for a portfolio of contracts and conduct procurement exercises within the Either Clinical or Corporate / Estates & Facilities Division across the two NHS Trusts.
Main duties of the job
We are ideally looking for a candidate who holds an appropriate Professional Procurement qualification: for example, Chartered Institute of Procurement and Supply Professional Diploma (MCIPS). Alternatively, we are looking for a candidate who has a degree in a business-related subject and/or has equivalent experience; and be able to evidence continued professional development including operating within PCR2015 Regulations.
The candidate will have a flexible approach when fulfilling duties in an environment where urgent requests are common, though ensuring a safe, best value for money; comprehensive high-quality service is provided whilst managing a busy and demanding workload.The candidate should be able to demonstrate excellent communication skills as the role will involve detailed, complex, confidential Procurement issue discussions, together with relevant statutory financial and procurement regulations, with both NHS staff as well as suppliers.The successful candidate will be an innovative individual with exemplary relationship management skills, who is capable of developing and leading a strategic sourcing programme for constituent organisations and ensuring a commitment to a high-quality service and continuous improvement. The role also requires leadership, development and management of a procurement team working to satisfy stakeholder requirements, producing high quality work, on time and in line with the organisational Standing Financial Instructions of the client organisations.
