LEADERSHIP
Alongside the Chief Operating Officer fellow DCOO and Divisional Boards;
- The post holder is expected to establish and maintain relationships which enable the Trust & Integrated Care Board (ICB) to operate effectively with clinicians, managers and partners focused on improving outcomes and services to patients.
- Ensure the Trust is able to meet all national and local performance targets and work closely with Divisional teams to ensure standards are met and support Divisions in taking corrective action where necessary.
- Liaise with NHS England (NHSE) regulators to provide assurance on performance recovery plans.
- To engage in and ensure delivery of the vision and objectives of the Trust to achieve continuous improvement of service delivery, monitor performance against these and take corrective action on poor performance.
- Help to develop a culture and environment where safe and high-quality patient care is consistently delivered across the organisation.
- Translate corporate, local and national strategies into clear objectives and action plans and lead the implementation of these plans.
- Deputise for the Chief Operating Officer at the monthly Executive Review Meetings in line with the Trusts Performance Management, Accountability and Support framework.
- Oversee development and delivery of action plans, working closely with the Divisional Boards.
SERVICE AND BUSINESS PLANNING AND DELIVERY
- The DCOO will be responsible for their portfolio elements of the annual business plan working closely with their fellow DCOO and head of business intelligence.
- Lead operational management from a corporate perspective, acting as a mediator and decision-maker on trust wide issues with cross-divisional implications, and ensuring timely and effective resolution of cross-Divisional issues.
- Ensure development and delivery of Divisional operating plans, by designing and operating robust performance management and reporting processes, and intervening personally where necessary to ensure operational performance risks are anticipated and addressed.
- Interpret and implement broad clinical and professional policies and NHS guidance across the organisation, providing advice to the Chief Operating Officer/Medical Director and other Executives / Divisional teams as necessary and developing services in line with them.
- Undertake robust service planning for the organisation, develop and implement long-term strategic plans for continued development of sustainable and financially viable services. Provide expertise and support to Divisional teams in the development of business cases in support of strategic plans, within the framework of Trust annual business planning.
- Lead for the Trust on external reporting, ensuring that the Trust meets all the national requirements made by NHSE.
DELIVERY OF PERFORMANCE STANDARDS AND QUALITY PATIENT CARELeadership for delivery of Trust statutory performance targets including those for UEC & Flow. To drive forward a culture of high performance and quality services by engaging teams in change and supporting ideas for improvement. This will include close working with all executives particularly the Chief Nurse and Chief Medical Officer, to work across triumvirate teams to improve services. Areas of specific focus include:
For elective and diagnostic care:
- Ensure delivery of elective waiting times standards across planned care and diagnostics including meeting non-elective recovery trajectories
- Ensure robust systems and processes are in place across the Trust and that they are appropriately managed
- Ensure robust capacity planning takes place to meet demand for planned care and diagnostic services
- Lead planned care improvement meetings ensuring delivery of planned care access standards and recovery goals
- Working in conjunction with the DCOO for UEC ensure all access policies, Admission Discharge and Transfer Policies, escalation policies are compliant and updated in line with national guidance and that training is provided to all staff on a regular basis.
- Working closely with Divisional boards, fellow DCOO, COO, Chief Nurse and Chief Medical Officer, lead on a programme of access standards across the organisation in order to reduce the length of time patients wait for planned care and treatment. This will include a focus on ensuring patients receive prompt diagnosis, treatment and discharge across the Trust.
- Lead delivery of the planned care performance recovery plan in partnership with the COO and divisional teams
- Deliver an expansion in the use of clinic utilisation and undertake regular patient validation providing assurance that patients are being treated in time order.
For urgent care:
- Support fellow DCOO with the development of a seasonal and winter plan. On behalf of the Trust with the integration of the ICB.
- Responsible for the development of the Winter Schemes based on available national funding, leading the Divisional team response to ensure national bids are successful and leading delivery of all agreed funded schemes.
For cancer care:
- Work with the DCOO for planned care to ensure access standards for Cancer patients are achieved.
DELIVERING STRATEGIC CHANGE
The Deputy Chief Operating Officer (Planned) will work with the Chief Operating Officer and other executives, particularly the Chief Nurse and Chief Medical Officer, to lead key programmes of strategic change to realise the Trusts priority objectives. These will be determined based on Trust priorities but initial areas of focus include:
Recovery of Elective Performance and activity: lead a programme of change to support staff wellbeing, patient experience and flow through the elective care streams including RTT, DM01 and Cancer (in conjunction with the Divisional Director of Operations for Diagnostic and Support services). This will include work to support outpatient utilisation and effective use of digital systems for patients who do not wish to attend an outpatient in person.
Activity Plans: Develop well structured activity and performance plans in conjunction with the head of Business Intelligence (BI). Ensure the Trust has a rolling 12-month plan for capacity and demand planning. Support cross working with other executive portfolios to ensure plans are stress tested for delivery.
CORPORATE GOVERNANCE AND RISK
- Lead, on behalf of the Chief Operating Officer, the review and mitigation of operational risks.
-Ensure all Trust policies related to planned case are updated.
- Regularly review all corporate risks identified via the Trusts Risk Management Framework that are the responsibility of the Chief Operating Officer and ensure the required reporting and mitigating actions are adhered to.
- Support the Chief Operating Officer in reviewing areas of delivery concerning CQUINS, contract limiters and issues arising from external regulators such as NHSE and CQC, commissioners or auditors.
BUDGETARY, PERFORMANCE & RESOURCE MANAGEMENT
- Budgetary responsibility for the Chief Operating Officers budget, ensuring it meets its financial targets and contributes to the Trust meeting its corporate financial obligations.
- Lead the preparation of annual cost improvement programmes across the COO portfolio, on behalf of the Chief Operating Officer.
- In conjunction with fellow DCOO - responsible for allocation of Chief Operating Officers resources to ensure service delivery and support developments.
- Operate within the Trusts standing orders, standing financial instructions and schemes of delegation.Monitor the performance of the Directorate against agreed objectives taking corrective action when performance is not in accordance with performance plan
COMMUNICATIONS AND RELATIONSHIPS
- Act on behalf of the Chief Operating Officer at external meetings with responsibility for briefing on the Trusts performance as well as contributing to strategic level developments across the wider health community.
- Develop and maintain productive relationships using effective proactive communication mechanisms with staff maximising the opportunity for staff engagement and opportunities to appropriately influence the planning, management and development of services within the Division.
