Job summary

The focus of this role is to provide system development expertise for the Trust, leading on the development of specialist Clinical Systems, leading EPR (MLM) development and other associated systems within the trust.

In addition to clinical system development, the post holder will be responsible for maintaining a portfolio of custom-built applications. To assist in project management and implementation of new systems including business analysis, system architecture design, development, quality assurance, and release management.

Main duties of the job

This role is to manage the EPR MLM Development for the trust, with a particular focus on improving functionality within the Trust's EPR solution. The post holder will work with the Applications Manager on the strategy for development of Clinical Systems.

The Clinical Applications Team are responsible for designing new and extending existing systems in response to emerging needs, whether these are driven by developments in clinical practice or changes to local and national reporting requirements.

The team will work with business analysts in the trust to understand the business requirements, and design appropriate technical solutions to meet the needs or the organisation to deliver safer patient care. Undertake (with training, support and supervision from the GSQIA) a patient-focused improvement project on behalf of the Chief Nurse, Director of Quality

The post-holder will design and support a bespoke training and coaching programme, including opportunities for shadowing leaders in health and social care for professional and project-related development.

Software Development

Lead on development of specialist clinical systems which will be needed in line with the strategy in addition to the trust main EPR system.

Develop, implement and support systems using a variety of technologies, tools and standards.

Implement systems using health care standards and specifications.

Learn new languages and technologies.

Provide peer review and assistance for system development.

Ensure systems are tested for accuracy, performance, data quality and resilience.

Support software releases and upgrades.

Contribute to the development strategy and associated programme of implementation of systems.

Assist with delivery of the technical elements to integrate systems and processes into the Trust EPR

Keep abreast of research and knowledge in the healthcare development standards, interoperability and other technologies.

To advise on best practice on use of technology, systems and developments.

Application Maintenance & Development

To ensure systems are monitored, and alerts acted upon accordingly.Skilling, via documentation and training, systems support teams in the maintenance of custom scripts and systems to diagnose and fix issues within their skill set and scope of role.

To be the point of escalation for resolution of issues where support teams are unable to resolve.

Working with technical teams and external suppliers to diagnose and resolve issues.

To assist with changes to existing system technical configuration as a result of changed requirements or systems change.

To assist development of clinical systems, ensuring pro-active monitoring solutions are in place to ensure they operate reliably and performance is acceptable. This will entail capacity management, service management and change and release management

To ensure the security of clinical systems and platforms, working with other IT and Security colleagues

Contribute to development and design of data capture within systems to enable reporting. These reports form the basis for audits undertaken for data quality and reconciliation purposes

General Duties

Training and Organisational Development

Be a subject-matter expert in the practical application of advanced technology and technological solutions

Keep up to date with relevant technologies, new techniques and developments that might occur and provide training to others if required

Develop a team training plan to ensure all staff within the teams are highly skilled in their relevant areas;

Undertake appraisals on appropriate team members, clearly agreeing and documenting personal development plans

Oversee demonstrable improvement in quality and capability of teams

Contribute to effective team-working by transferring skills and knowledge to appropriate staff and ensuring that working procedures are properly documented and maintained.

Mentor junior staff

To take part in out of hours work for projects or on-call rotas

Be aware of the latest thinking and best-practice application of technical solutions and other related fields elsewhere in the UK

Ability to work under pressure in an ever changing, challenging environment whilst maintaining excellent standards of professionalism

This role also incorporates the need to communicate complex IM&T issues to non-IM&T senior staff and articulate timescales, plans, barriers and dependencies to clinical teams and senior operational managers

Maintaining concentration when working on ICT issues which may be of a complex nature or multithreaded e.g. designing complex software systems, formation of technical specifications and presentations

Leadership and Management

Line management of the clinical systems administration and development teams.

Contribute to a strong, motivated and highly effective Digital Team.

Provide cover for colleagues during holidays, sickness etc. This may include attending meetings and communicating with different teams.

Physical, Mental and Emotional Effort and Working Conditions

There is a frequent requirement to exert intense physical effort for several short periods during a shift

There is a frequent requirement for prolonged concentration

Exposure to distressing or emotional circumstances is rare

Exposure to unpleasant working conditions such as cold and noisy air-conditioned Data Centres
