Job summary

Reporting to the Associate Director for Education, Learning and Culture, the post-holder will provide expertise and lead development and delivery of the Trust Equality, Diversity and Inclusion Strategy, Development and Action Plans. They will lead, coordinate and champion the development, improvement and delivery of the Trust's EDI development work as an integral feature of the Trusts People and OD Strategy, national People Plan, culture, service delivery and wider workforce agenda.

The post-holder will be a senior member of the People and OD department and work to achieve continuous improvement in equality of access and outcomes for patients and the workforce. They will ensure that the strategy remains relevant, contemporary and aligned to Trust business and strategic plans and lead the EDI team. Through providing support and guidance to senior and executive leaders across the Trust they will work to achieve: -

- Improved patient access, safety and experience

- A representative and supported workforce

- Inclusive leadership

Given the importance of the agenda to the vision of the Trust, as a specialist senior advisor the post-holder will work directly with members of the Board and its committees on EDI issues. They will oversee the delivery of high-quality Equality, Diversity and Inclusion training to our workforce by working in close collaboration fellow leaders in education and development.

Main duties of the job

This role would suit someone with the following attributes, skills and experience:

- Experience of successfully working in a senior leadership role in an NHS provider organisation (demonstrate high performance/achievements)

- A specialist knowledge and in-depth understanding of equality, diversity and inclusivity issues, both within large organisations but also culturally across the local community, nationally and/or internationally

- Demonstrable leadership experience in EDI development activities concerning to the full range of protected characteristics, including a broad and deep understanding of barriers to change, prejudices and unconscious bias and how to appropriately challenge and remove such barriers

- A record of successfully leading on organisation wide EDI matters. Experience of having successfully implemented and held responsibility for the delivery of EDI projects showing clear and tangible delivery of equality objectives and link to strategic plans

- Experienced people manager with demonstrable ability to lead and motivate the immediate team, to deliver to hard deadlines on high profile, complex and sensitive projects with multiple stakeholders including from outside of the organisation as well as sensitive upwards management and the reporting into the EDI Steering Group

- Excellent presentational, communication and negotiation skills

- High performing and achieving ethos

- Leads and manages with compassion and self-awareness

KEY DELIVERABLES

- Devise, implement and revise an EDI strategy for Gloucestershire Hospitals NHS Foundation Trust

- Develop and drive forward the evolving EDI Development Plan

- Formulate clear goals, implement plans and evaluate results to ensure milestones are met.

- To ensure that the EDI management and governance frameworks are fit for purpose and ensure the Trust meets its legal obligations, delivering on annual reporting requirements including, but not limited to, the Equality Act 2010, Public Sector Equality Duty (PSED), Equality Delivery System (EDS), Workforce Race Equality Standard (WRES) and the Workforce Disability Equality Standard (WDES), as well as inform its EDI objectives.

- Assess the impact of potential strategies of those who experience multiple structural disadvantages and mitigate any negative outcomes.

- To lead on an annual programme of work (EDI Development Plan) associated with the Trust meeting its Public Sector Equality Duty and all associated standards. To be solely responsible for creating and managing the Trust databases for all EDI reporting, including holding annual and quarterly data, completing all online submissions, managing the operation of all the EDI systems to ensure data is generated, created, updated and stored securely to a high standard.

- Stay abreast of national and local EDI Actions, Objectives and agendas and take appropriate action to adapt the strategic focus at GHFT

- Develop and maintain a high-level working relationship with senior leaders and colleagues across the One Gloucestershire ICS to prioritise issues relating to EDI at GHFT in light of an evolving and changing internal and external environments.

- Provide specialist advice and input into departmental and divisional policy and procedure reviews

- Work in a collaborative, networked way to share best practice across the ICS

- Attend as required, relevant board, committees, working groups and meetings to represent the interests of EDI and provide specialist advice

- Attend relevant Divisional and Professional Service Department meetings where EDI is a focus.

- Prepare papers and reports for People and OD, and the Trust as requested.

- Take the lead on EDI projects within the Trust.

- Provide EDI focus to ensure the Trust provides high quality on-boarding including Trust Induction as aligned to Long Term workforce plans.

- Provide the EDI review of the Trust and Clinical Induction offering,

- Ensure the Trust has and utilises Equality Impact Assessments

- Influence and/or collaborate with internal and external EDI leads, co-ordinating and managing projects that cut across professional and organisational boundaries

- Design, deliver and evaluate service and Trust activity that supports organisation, Trust Strategic Objectives and aligns to the continuing transformation of GHFT and its services.

- Engage and collaborate with other local organisations, NHSE, One Gloucestershire ICS and other relevant regional and national teams to develop EDI strategies within the health community and deliver the Long Term Plan.

- Provide activity and quality assurance to GHFT/NHSE/ICS reporting and recording processes through Board/Committee papers and regular data returns.

PROFESSIONAL PRACTICE

LEADERSHIP AND MANAGEMENT

- Working with the Education, Learning and Culture service, set strategic direction of the EDI agenda ensuring alignment to NHS and GHFT priorities.

- Comply with Trust and Departmental policies and procedures e.g. Health and Safety at Work Act (1974), Manual Handling, risk management, Data Protection Acts and patient confidentiality at all times.
