Main duties of the job

As a key member of the senior People & OD leadership team the post holder will be responsible for the implementation of effective resourcing strategies that support the workforce transformation plans for the organisation and enable the recruitment, supply and retention of a highly skilled and competent substantive and temporary workforce.

The post holder will lead the design and oversee the implementation of effective and consistent ways of working within the Resourcing function for all staff groups including, but not limited to Recruitment, Medical HR, Trust Staff Bank and e-Roster Services.

The Assistant Director of Resourcing will use highly developed specialist knowledge and experience of complex resourcing and workforce strategies. Acts as the Trust lead for resourcing and provides business focused advice to senior leaders.

The post holder is accountable for the efficient, effective financial management of the Resourcing function.

Support the development and delivery of a People Strategy which is in line with national thinking and serves the needs of our people and work with sector partners to review capacity for shared transactional service.

  • Lead and direct a programme of ongoing transformational change, creating a culture of continuous improvement across the four Resourcing Services; engaging and motivating the teams to ensure the customer is at the heart of all delivery.

  • Working with the Head of Recruitment & Resourcing and Head of Staff Bank & e-Roster Services, drive continuous improvement of resourcing processes and practices, ensuring effective stakeholder engagement.
  • Develop a suite of regular reports in relation to resourcing performance and activity, identifying trends regarding time to hire, hard to recruit areas/low response rates for posts, attrition, customer satisfaction.
  • Ensure the team provides a timely and responsive service, monitored through a suite of KPIs and that continuous improvement approach is adopted.
  • Ensure that all temporary and permanent recruitment remains legally and ethically compliant in addition to meeting the requirements of the CQC, The Fit and Proper Persons Test and NHS Employers. Ensure that appropriate governance mechanisms are in place to demonstrate safe recruitment in accordance with these standards.
  • Oversee and monitor improvements in recruitment practices that create better experiences for staff with protected characteristics and achieve improvements in the Workforce Race and Disability Standards.
  • Lead the organisations recruitment marketing and attraction strategy and plan, working with key stakeholders to deliver innovative, fast paced, creative solutions, ensuring the Trust positions itself as an employer of choice.

  • Develop programmes of coaching, training and support to develop internal capacity and skill in medical recruitment and selection. This includes the design and delivery of effective training sessions for managers at all levels of the organisation regarding resourcing best practice, legal and equality and diversity.
  • Be accountable for Medical and Dental recruitment through the Medical HR team.
  • Working closely with the Head of Recruitment and Resourcing and Medical Director lead on the on-going review and development of consultant recruitment ensuring that best practice and innovation is being used in this area.
  • In conjunction with the Head of Recruitment and Resourcing, and others, develop strategies to fill gaps in trainee doctor and dentist rotas where HEE are unable to provide sufficient resources.
  • Provide line management and professional support to the Head of Resourcing and Medical HR team for the delivery of the annual intake of junior doctors; their rotations; educational needs and health and wellbeing by liaising with relevant teams within the Trust.
