Job summary
An opportunity has arisen for a Project Management Office (PMO) Planner to join our successful and established Project Management Office based within the IM&T Directorate of Newcastle upon Tyne Hospitals Trust.
We are looking for a committed, energetic and resilient individual to join our growing multi-disciplinary team. You will be an expert in project, programme and portfolio management with PMO experience. This challenging and high profile role will require excellent strategy, planning, delivery and negotiation skills. In the role you will lead a small team of PMO analysts engaging with project managers and heads of services across the Trust.

Main duties of the job
The PMO planner is an integral member of the PMO team responsible for supporting the Head of PMO within the Trust to deliver key strategic goals. The successful candidate will have a proven track record in planning, RAID management, programme and project governance. You will have a proven ability to lead as part of the PMO team and complement a variety of different working styles.

- Support key programmes and projects undertaken within the Trust to deliver key strategic goals
- Responsibility and accountability in ensuring governance model/principles are actively documented, promoted and implemented effectively
- Ensure programme and project planning and reporting meets prescribed format and such reporting is produced accurately and timely
- Play key role as part of the Programme Team monitoring the status of programmes and projects on a regular basis and to varying levels of detail according to audience
- Co-ordinate and own production of Programme MI requirements
- Provide proactive direction and guidance to Project Managers in the Trusts Change Governance Framework
- Direct and effective management of projects and programmes as required.
- Responsible for the Trust Change Framework and Project Lifecycle training of project managers
- Accountability for the development and continuous improvement of the Change Framework process and procedures
- Contribute towards the delivery of the IT Services Programme/Project portfolio and co-ordinate project inter-dependencies.
- To make a significant contribution to the aspects of the IT Services strategy, which enables the Trust to meet its business goals and to achieve statutory and business reporting requirements
- To give comprehensive support and advice to a range of senior managers, on a range of complex or contentious issues including challenging them, thus facilitating effective management based on sound performance information within the organisation.
- To ensure the timely and accurate production of programme status reports for senior management, the Trust Board, and as required by Monitor and the Strategic Health Authority.
- Client interaction, including developing a pipeline of work from the client, managing programmes/project priorities with the client, financial tracking and reporting, and project tracking and reporting
- Cross-activity relationship management across all directorates and departments
- Active leadership in the areas of quality control, standards, working practices and continuous improvement with adherence to and compliance with NHS methodology policy and procedure
- To make a considerable contribution to the ongoing development of the Trusts IT Change Framework (structure, processes and controls) as a Trust asset. Promoting the value of the Change Framework within the change community, and driving improvements based on experience gathered from business partners. Maturing those disciplines across the organisation ensuring deliverance of a professional, high quality service.
- Sole point of contact for business engagement in the submission of IT Work Requests into the Programme Office
- Management and ownership of the IT Work Request process, IT Review and submission of validated requests to the Information Systems Strategy Board (ISSB)
- Contributing towards the Trust Wide Programme Management Operating Plan, maintaining alignment to NHS direction and policy
- Quality and Assurance and control over Programme/Project execution and outcomes including initial point of review for governance packs, prioritisation challenges, cost & resourcing pinch points
- Annual formal audit and reporting of selected projects to ensure adherence to the IT Change Framework
- Maintenance of portfolio risks and issues, including mitigation plans. Ensuring that these are escalated and acted upon effectively.
- Provide advice and guidance to programmes and projects on processes and controls, building an improved understanding and capability in conformance to defined governance and practices
- Stakeholder management across Trust Directorates and Departments
