We have an opportunity for a Resourcing Team Leader to work closely with our Resourcing & Retention Manager to oversee the day to day management of the resourcing team.
The right candidate will have demonstrable experience working in a resourcing function and will be responsible for the line management of the Resourcing Assistants, be the subject matter expert for all relevant systems and work to the reduction in the time to hire and the increase of the temporary staffing fill rate.
The ideal candidate will have detailed experience of Trac, Allocate BankStaff, Healthroster, TempRE, OHIO, ESR and NHS Jobs.
Working with high volumes and demand the right candidate will be able to demonstrate excellent customer service focus and proven interpersonal skills.
Up to date knowledge of associated employment law including but not limited to the Equality Act, AWR and WTD legislation, GDPR along with detailed knowledge of NHS check standards and DBS guidance is key to success.
Main duties of the job
You will work closely with the Resourcing & Retention Manager to provide IPDR's, 1-2-1's and daily support, advice and guidance to the Resourcing Assistants.
Establishing strong links with the departmental leaders and other key individuals, you will demonstrate highly tuned data analysis skills which will allow a continuous improvement cycle with a constant focus on improving the KPI's for time to hire and temporary staff fill rates, driven by the desire to improve the experience of the customer.
Excellent interpersonal skills with a strong understanding of a range or recruitment system and the ability to understand, analyze, interpret and present data are key to success in the role.
Solution focused the right candidate will attend divisional team meetings across all services representing the resourcing team in a professional, knowledgeable and confident manner.

Job responsibilities
To line manage the Resourcing Team, including the recruitment and temporary staffing provision, with responsibility for the establishment of a professional, customer focused effective workforce resourcing service.
To support the delivery of a proactive, professional and effective recruitment, retention and engagement service for the Resourcing Team to our Trust Managers, ensuring that key performance indicators are met, focusing on attraction and retention of high quality substantive and temporary staff to reduce reliance and usage on agency workers.
To undertake projects as directed by the Resourcing and Retention Manager in line with the Trust strategy on recruitment and retention, as well as ad-hoc progress reporting to the wider Workforce Teams.
To be responsible for the KPIs within the Resourcing Team, holding to tight turnaround timescales, as well as quality focused targets.
Main Duties & Responsibilities
- To support the Resourcing and Retention Manager in the development of an appropriate and innovative substantive and temporary resourcing solution to attract quality applicants and to promote Pennine Care as an employer of choice.
- To develop reporting sytems that provide assurance to the Resourcing and Retention Manager in respect of the reduction of agency usage and spend.
- To work with all Workforce and OD Teams to understand career pathways and attract students at an early stage of their education to join the Trust, as an employer of choice.
- To undertake the lead on appropriate marketing and attraction campaigns. Liaising with internal and external stakeholders where appropriate.
- To work with service managers to identify substantive vacancies and support the attraction and appointment to those vacancies to reduce the reliance on temporary workers.
- To work closely with and line manage the Resourcing Team in the delivery of the Trust Resourcing KPIs. Reducing the time to hire and making quality improvements to the candidate experience at the Trust.
- Ensuring excellent levels of engagement whilst monitoring compliance with NHS Employment Check standards, DBS guidelines, Trust processes and relevant employment legislation.
- To regularly work alongside Senior Management Teams to fully understand the requirements of their services to support the provision of excellent patient care.
- Comply with internal and external audit requirements, including performing data checks, monitoring and acting on any highlighted recommendations with a detailed understanding of pre-employment and right to work checks.
