Job summary

The primary purpose of the Transformation & Commissioning Team (TACT) finance business partner is to support the Head of Finance in delivering comprehensive financial and business advice to TACT team and partnering Trusts, by supporting the TACT team in the provision of timely and accurate information and advice to partners within the East of England Provider Collaborative. This is a great opportunity to join our small innovative finance team in a key role for the provider collaborative, supporting the wider TACT team and partner Trusts.

This rewarding role presents a unique opportunity to collaborate closely with our clinical service colleagues, who play a crucial role here at the provider collaborative. This finance business partner role will be directly involved with providing finance support to a mixture of staff, from clinical directors and service leads driving transformation and improving patient care.

Main duties of the job

The Commissioning Team (TACT) finance business partner is responsible for the delivery of all aspects of operational financial management within the provider collaborative. The finance business partner will ensure the provision of high-quality advice, information, analysis, and interpretation to the senior management team to underpin effective decision making and meaningful performance management.

The TACT finance business partner will be accountable for the delivery of financial reporting to the TACT senior management team, maintaining financial controls to support governance and providing financial support to budget setting, cost improvement and business cases. The TACT finance business partner will also act as a finance subject matter expert for the TACT senior management team. The job will involve building strong relationships with internal and external partners which are pivotal to the success of the role.

Finance and Business Planning

Co-ordinate the development of summary financial plans for TACT services ensuring they reflect their strategic objectives. This will involve the development of annual integrated income, expenditure, workforce, activity and capacity plans.

Prepare detailed bridging statements reconciling year on year performance and validating key movements.

Identify financial risks and analyse both downside and upside financial positions and help to identify mitigations

To take an active role in periodic detailed budget setting processes in conjunction with key stakeholders and TACT senior management team, endeavouring to ensure that resultant targets (both financial and non-financial) are realistic and are fully understood by all involved.

To provide financial input into the preparation of TACT business cases, working closely with clinical leads, operational managers and the wider TACT team.

Financial Monitoring and Reporting

Undertake a comprehensive analytical review of monthly reports to ensure the veracity of information and highlight and substantiate key issues

Monitor the performance of those budgets and analyse key variances timely, proposing remedial action as required

To produce accurate financial forecasts, using professional skill and judgement, ensuring that the TACT Directors understand and support them. The forecasts plans should highlight potential opportunities and risks. Quantify and grade risks identified and support the formulation and implementation of mitigation plans where these are required

Provide an executive reporting pack for the TACT team that they can use as the foundation for formal Executive and Board reporting within each workstream, and to the wider TACT governance structure.

Provide a detailed financial report for the TACT team to feed back with each Trust finance team, to ensure that key financial issues are clearly and professionally presented in a format that allows each Trust to accurately reflect the impact of provider collaboratives in their own reporting and financial planning.

Productivity and Efficiency

Provide finance and business advice to all key decision makers involved in TACT programmes, which must be linked to real initiatives or potential initiatives that can help achieve the objectives of each Partnership workstream.

Provide deeper financial insight into TACT programmes, and pro-actively identify opportunities and risks that could impact on the financial position.

To further develop cost awareness, identifying and quantifying key cost drivers and being able to model the implications of changes in activity on these

Promote a culture of innovation and productivity using financial models to support cost improvement and productivity concepts, business cases and other activity as required
