Job summary

The Oncology Department are seeking an enthusiastic, motivated and committed Data and Performance Manager to support the provision of an excellent administration service on our Oncology ward at University College London Hospitals NHS Trust.This role is concerned with supporting the monitoring and evaluation of operational processes and clinical activity within the department, ensuring the implementation of robust data quality processes, and providing line management to a team of MDT/Data Coordinators.

Working closely with the Oncology Admin Managers, the post-holder will also contribute to more senior level projects with the support of the Divisional Management team.The successful applicant will be expected to demonstrate excellent communication and teamworking skills, and proactively engage with various members of staff, both within Oncology and across the wider trust. This is a permanent full-time role with working hours of 37.5 hours a week, from 9:00 - 17:00, Monday to Friday, working on-site 3+ days per week.

Main duties of the job

  • Leading on cancer performance monitoring and data validation within the Oncology Administration Team
  • Responsible for the day-to-day management of staff, with a particular responsibility for managing and reporting the ongoing care of patients in line with national and local targets and audit requirements.
  • Leading the administration team in order to provide a high-quality service to all patients accessing the Division's services, their carers and referring practitioners.
  • Leading on the delivery of and compliance with cancer performance targets and data validation including activity, governance and workforce, and others as applicable.
  • Responsible for producing ad-hoc data analysis and reporting as required.
  • Managing and developing inpatient and outpatient pathways in order to ensure continuous improvement.
  • Supporting the management of service wide projects and initiatives as agreed with the Assistant General Manager. The post-holder will take the lead on additional specific projects. Particular areas of focus for such projects will include (but not be limited to) Quality, Efficiency & Productivity Programme, CQUIN targets, service improvements and National Health programmes.
  • Working closely with the relevant Clinical Lead(s) and senior Nurses to provide strategic direction and leadership to ensure services continue to improve and develop.

Cancer is a strategic priority for UCLH, working as part of London Cancer Integrated Cancer System. Each year UCL Hospitals diagnose and treat about 3,000 new cancer patients and refer another 1,700 new patients for radiotherapy. The hospitals provide treatment for patients from all over South East England and work with other hospitals across London Cancer, including Great Ormond Street children's hospital. Cancer services is a major feature of the UCH building, with haematology and oncology inpatient services occupying most of the top three floors, and radiotherapy services located in the basement. The UCH Macmillan Cancer Centre opened in April 2012 and all cancer services outpatient and day care activity has moved into this state of the art new building. The new building is one element of the strategic partnership between UCLH and leading cancer charity Macmillan, and is a catalyst for the division to redefine the way that we treat, care for and support cancer patients. The post-holder will be expected to engage with various members of clinical staff within the organisation and also with external agencies. Clinical staff will range from GP's, Junior Doctors, Consultants, Professors, Nursing and Clinical Leads/Directors.

Service Management To provide strong and effective leadership to specific non-clinical teams. To ensure delivery against all key targets and performance indicators. To analyse and report service level activity and access performance information for a range of audiences. To develop measures of monitoring activity for the division, and to set targets where necessary. Liaise with the Assistant General Manager and Finance Manager on any areas of concern relating to activity and coding of performance. Represent the Division at various meetings as required and to ensure that the outcomes and actions of these meetings are communicated back to the Division appropriately and in a timely manner. Contribute to the investigation of patient complainants to ensure that appropriate and timely responses are given and that trends are identified, and remedial action taken. To assist the Assistant General Manager in considering demand and capacity for inpatient and outpatient activity and contributing to pathway mapping as requested. To deputise for the Assistant General Manager where appropriate.

Pathway Management To work closely with the Clinical Team PAs, MDT Co-ordinators and Data Managers to support an effective and efficient patient pathway management system for all outpatients up to the point of entry onto the trust waiting lsits or discharge back to GP. Under the supervision of the Assistant General Manager, take responsibility for validating the Access Data for all non-admitted pathways for designated areas. Be proactive in designing and implementing initiatives to improve data quality both within and outside of the Division e.g. own staff and inpatient/outpatient department staff. Be proactive in escalating where capacity limitations threaten target compliance and be proactive in seeking ways to increase clinical capacity. Be aware of and take responsibility for all training needs within the administration team in regard to data entry and pathway/outpatient waiting list management. To assist the Assistant General Manager with the clinical letter turnaround report, ensuring that responsible teams process clinical information within agreed Trust targets.

People Management To be responsible for the management of the non-clinical team providing training, advice and support and participating in recruitment, induction, disciplinary and appraisal processes. To ensure that the robust processes are in place for the monitoring of patient pathways, access targets and CQUIN targets. To ensure that processes are in place for team members to escalate issues which effect service delivery or patient care. To oversee the admin teams and support them with covering absences and allocating workload in order to provide a consistently high level of service. To act as a mentor to members of the team.
