Job summary

You will play an integral role in implementing and improving all planned patient services including outpatients, cancer surgery and diagnostics. You will enjoy solving problems and being involved in divisional planning and decision making.

Main duties of the job

To support the Directorate Manager's to provide proactive business support for the Divisional Team contributing to the delivery of local strategy and long term visions of the organisation. This will include responsibilities for a defined portfolio of services relating to:

  • Operational Management
  • Strategic Development
  • Annual Business Planning Cycle
  • Performance Management
  • Market Analysis and Commercial skills
  • Divisional lead for specific projects
  • Deputise for the Directorate Managers as required
  • Monitoring and management of cost improvement projects

Key results from the job holder

To provide effective leadership within the Division by the development of strong managerial support teams. To support the senior Divisional Management team to ensure optimal patient centred care is delivered in the most clinically effective manner and within financial resource allocations.

Strategic Development

  • Adopt a sound project management approach to support the delivery of a timely, comprehensive, deliverable annual business plan, and manage the ongoing (in-year) monitoring and revision of the business plan, identifying any risks and gaps in delivering the plan and inform senior managers of progress and gaps.
  • Contribute to providing annual quality, workforce and finance plans for the Team.
  • Contribute to a co-ordinated and collaborative approach to strategic planning with colleagues from other Divisions within the Trust.
  • Develop and implement effective communication mechanisms within the Division that complement those of the Trust with regards to business developments.
  • Ensure the Divisions services meaningfully involve service users and carers in strategic decision making, service development, planning and evaluation processes.

Annual Business Planning Cycle

  • Support the Division in delivering the organisational business planning process, including a consistent and coordinated approach to evidence gathering and a rolling programme of planning and review
  • Monitor delivery against the annual business plan, engaging all relevant internal stakeholders and providing timely progress reports
  • Provide business management support to assist senior managers with decision making for service transformation and cost improvement schemes with a view to improving quality outcomes.
  • Assist in the production of detailed costed business cases to support service developments and business growth in line with the divisional strategy

Performance Management

  • Provide effective monitoring, analysis and management of performance against Business Plan, and other National, and local targets such as Monitor requirements, NHS Litigation Authority (NHSLA), local CQUIN, CQC requirements, Annual Quality Account, Risk Registers, 18 week RTT, 6 week diagnostics and other external assessors/regulators as directed by the division
  • Providing recommendations and exception reporting weekly (where appropriate) and monthly in relation to the above for the relevant senior managers.
  • Working with relevant Team managers, carry out breach analysis, identifying themes and actions that need to be addressed by senior managers or the wider Division.
  • Working with team leaders to ensure processes are in place for robust and timely data capture and information governance.
  • Provide analysis on ad-hoc issues, queries and projects as required by the division
  • Support team managers with demand and capacity reviews.

Market Analysis and Commercial skills

  • Support the Divisional team to ensure that it understands its contractual responsibilities, reports against these and puts in place remedial action plans where these are not delivered through effective working with operational staff and business partners (e.g. finance, HR, information).
  • Support the Divisional team in developing and maintaining effective relationships with commissioners, divisional and operational leaders.
  • Hold and manage budgets relevant to the role using appropriate budget management skills and ensuring adherence to Trust wide budget management policies

Divisional Lead for specific projects (as required)

  • Represent the Division at meetings, as necessary within the Trust and the wider health and social care community:

  • Arrange and chair regular multi professional subspecialty meetings to provide leadership and be accountable for the implementation of operational and strategic change in line with service, Trust and NHS requirements.
  • Formulate and implement directorate operational policies and plans derived from the Trusts Strategic Plan, to achieve successfully, the Trusts and Divisional objectives.
  • Strategically plan, develop and redesign services in line with the NHS Plan & Modernisation Agenda, to ensure the Directorate meets waiting list and other performance targets e.g. HR, finance, Access Booking & Choice etc.
  • Strategically plan, develop and redesign services in line with National, Regional and Local strategy and performance targets to ensure the Directorate meets quality targets and facilitates best practice and clinical outcomes, clinical effectiveness and value for money; taking cognisance of impact to other trust departments
  • Represent the Trust as part of joint working arrangements with other partnership organisations i.e. NHS England, Wigan CCG, Other Provider Organisations, Specialist commissioners.
  • Support the production and implementation of annual business plans for each sub specialty within the directorate to inform the Trusts executive team of service strategy, with identification of supporting manpower and financial resource requirements. Plans to also include analytical projections on capacity and demand mix; activity projections and projections on income.
