Job summary

An opportunity has arisen within the Estates and Facilities Division for an Estates Officer (Engineering Design & Project Management) within the Capital Planning Department.

The post holder will be working within the Capital Planning Team (Estates Officer - Engineering Design & Project Management - Band 7). The purpose of the role is to provide detailed engineering advice and design to support the redevelopment of new build and adaptation/refurbishment in relation to healthcare facilities across all Trusts sites.

This post will be a permanent position.

Main duties of the job

The candidate will be responsible for the design (computer aided design), specification, post contract control and project management of Engineering (Electrical or Mechanical) capital schemes undertaken by the Estates & Facilities Division within the entire Trust.

Responsible for the site quality control of M&E elements installation on construction on multiple/large capital projects throughout the Trust.

Responsible for ensuring that all schemes managed, comply fully with all guidance and Statutory Standards including CDM Regulations.

Responsible for assisting the Head of Capital & Property Services in a range of estate management duties.

Work as a team member within the Capital Planning Department providing essential Mechanical or Electrical design and/or advice for all capital projects, new build and refurbishment projects.

Job description

Job responsibilities

The post holder will be responsible for the detailed design of Engineering and specialist electrical systems/installations (to Suit Discipline) such as LV/HV Installations, building management systems and control panels for engineering plant and equipment. Or Design of Ventilation systems / Piped Services. This will include developing the specifications to allow for competitive tendering, along with project management and control during the installation process.

The post holder will be responsible for ensuring that all schemes are closely managed and fully comply with all current guidance and statutory standards to relevant Building Services, Utilising, HTMs, CIBSIE.

Assist the Head of Capital & Property Services with the production and maintenance of adequate estate records necessary for the efficient management of the estate with particular attention to the continual updating of Engineering Schematics (Vent, piped Services & Medical Gas or Electrical LV/HV) survey and statutory estate condition records.

The post holder will be responsible for the Mechanical / Electrical engineering design in relation to all Trust capital projects, both new build and refurbishment/adaptations.

To support the delivery of the Trusts capital programme to ensure quality facilities, delivered within budget, and within the current financial constraints.

Support and deliver of capital projects from feasibility through to timely completion, and within budget working alongside all project stakeholders.

The post holder will be responsible for the project management and post control of various capital projects, which includes the appointment and briefing of specialist external consultants.

To provide expert advice on aspects of projects which affects the Trusts ability to achieve its clinical needs through the consequences of capital developments, ensuring time, cost and quality standards are met.

The post holder will be responsible for the preparation of budget estimates for all engineering projects/sections within the capital development.

The post holder will be responsible for manging and monitoring allocated capital engineering budgets via the Trusts financial management systems.

The post holder will be responsible for liaison with the Operational Estates Management Team to ensure all works carried out via capital developments, are carried out in a safe and efficient manner, not to affect the safe running of the hospital sites and clinical systems.

To develop good working relationships with a wide range of groups and individuals both within and outside the organisation including Clinicians, Senior Managers, patients, voluntary organisations and community stakeholders.
