Staffordshire (St Georges Hospital), Shropshire, Telford and Wrekin

Main duties of the job

Working with the Senior Leadership team to plan and oversee the implementation of the Eating Disorder service specification and Community Transformation Agenda ensuring that all service provision is coordinated, evidence based and effective.

Lead on ongoing delivery providing strategic and operational leadership.

Operational management of community and inpatient services.

Responsible for overall service standards (quality and safety and service user satisfaction and meaningful involvement) and effective joint clinical governance in conjunction with the Clinical Manager.

Lead on service wide projects / developments as agreed with the Head of Operations.

Ensure that there is active service user involvement in the design, delivery and evaluation of the service.

Job responsibilities

SPECIFIC DUTIES

  • In conjunction with the Clinical Manager and Consultant Lead, develop and direct service implementation and development.
  • Develop revised models of service delivery in line with national Eating Disorder guidance and with relevant national performance targets.
  • Produce a workforce plan to support the needs of a changing service.
  • Develop strategies which promote involvement and engagement with all communities and address health inequalities
  • Participate and lead the planning of stake holder events promoting the service, the Trust and partnership services.

Operational Effectiveness

  • In conjunction with and the Clinical Manager deliver effective and efficient Eating Disorder provision.
  • To develop and maintain high quality effective services.
  • Service performance and quality monitored against key local and national performance indicators.
  • To review performance targets and renegotiate if appropriate.
  • Review practice as appropriate to ensure highest standards are met.
  • To develop a culture that improves quality through evaluating operational procedures and clinical practice against National guidance.
  • Provide formal, on-going caseload management supervision

Communication and Relationships

  • Develop effective communication channels between the Service, Trust, and with external stakeholders.
  • To communicate service related information to senior managers, staff, and external agencies. Providing formal presentations to large groups of people as required.

  • To represent the services in other forums including multi-agency groups, initiating and leading these where required.

Clinical Governance

  • Actively promote quality care in line with the requirements of the appropriate professional bodies, all National legislation and Trust Policies and Procedures.
  • Completion of serious untoward incident documentation and any follow up actions.
  • Lead or participate in investigations and Root Cause Analysis as required.
  • Planning and organising feedback of lessons learned following investigations. Develop action plans as an outcome of investigations and lead implementation.

  • To lead and review audits.
  • Ensure an effective complaints and involvement procedures are in operation across the service(s) and that service evaluation and development is informed by the patient/ service user experience and also the experience of the commissioners and other stakeholders of the service

  • To manage a devolved budget following Trust financial procedures.
  • To ensure the provision of safe, effective, efficient services of high quality whilst remaining within financial balance.
  • To refer to functional teams e.g. HR, Finance, Business Development to ensure appropriate financial, legal, workforce and recruitment methods are identified to support effective project implementation planning
  • Determine skill mix, staffing levels and deployment of staff across the Eating Disorder service in line with service demands. Ensure recruitment and retention of staff meets service need.

Management of Risk & Safety

  • Management of risk as it relates to services and patients.
  • Proactive management of Health and Safety across the services
  • To ensure all services are compliant with external regulation.
  • Health and safety audits .
  • Ensure the services Business Continuity Plans are reviewed.

Policies and Procedures

  • Dissemination of Trust policies and the development of joint local procedures. Responsible for bringing about changes in procedures.
  • Proposing and implementing, write and review Trust policies and procedures.
  • Evaluate and propose recommendations on how legislation is applied within the Eating Disorder service.

Information Management

  • Ensure the Eating Disorder services meet Trust information governance standards and the requirements of the Data Protection Act 2018 and Caldicott requirements.
  • Review and interpret data, create, write and present comprehensive and complex reports.
  • Responsible for managing and communicating relevant management information
  • Electronic information systems (RiO) will be fully utilised.

Human Resources

  • To investigate and/or chair HR hearings.
  • To provide leadership and management to staff, including dealing with performance, disciplinary and grievance matters as required.
  • To oversee and participate in the staff selection and recruitment process.
  • Support, manage, motivate and develop clinicians and team managers; providing leadership and guidance ensuring Trust staff members receive professional support, supervision, appraisal and development.
