Main duties of the job

o Overall line management responsibilities for the procurement and telecoms function and team (2nd Line Orders Department) including responsibility for sickness and absence management, disciplinary and grievance issues, staff recruitment, personal development and appraisals for staff.o Responsible for the delivery of the procurement and telecoms service to all customer organisations and to be the first point of contact with customers for procuring IT equipment and telecoms, including sourcing alternative items that are compatible with current systems when equipment becomes end of life or obsolete.o Responsible for the procurement of all IT physical assets for the S&SHIS.o Managing the new automated IT stock system on behalf of all Trusts, CCGs and GP practices, including placing orders, advising budget holders on purchasing costs and authorising spend on their behalf, maintaining stock levels, issuing stock as appropriate and completing weekly audits to ensure stock levels are kept at an agreed minimum/maximum level.The main purpose of this role is to manage the 2nd Line IT orders team (IT procurement and telecoms) ensuring that an efficient and effective centralised procurement and telecoms service is provided to the S&SHIS, all internal teams within the S&SHIS and all customer organisations including MPFT, NSCHT, ICB, CSU and GPs.

Decisions and judgements

Postholder will carry out complex procurements for high value IT equipment, including instigating tenders, mini-tenders and analysing information received and reporting back to customer organisations on outcomes. Involved in negotiations with telecoms providers regarding mobile telephone contracts. The postholder plans and organises the work of the S&SHIS telecoms and procurement team and organises a broad range of complex activities within the team. Eg each Trust has different contractual arrangements and tariffs with mobile providers and the postholder must be able to manage and understand the complexities of the different contracts to report back to partner organisations

Communication and relationships

Liaise with third party suppliers and external account managers regarding IT procurement and telecoms and to negotiate best price and obtain quotes for equipment on behalf of all customer organisations Receive and provide highly complex information relating to IT equipment, IT licencing, etc to all our customer organisations following liaison with our third party suppliers. Produce Trust Board papers for large value orders to adhere to the SFIs when purchasing high value items of IT equipment Liaise on a daily basis with all customer organisations and staff to provide information relating to outstanding orders and mobile telephony issues/queries, deal with queries both by e-mail and telephone. Respond to Service Desk tickets relating to IT procurement and telecoms

Physical demands of the job

The post is mainly office based, with a requirement to use computer equipment continuously on most days but also there is a requirement to be able to drive to different sites for meetings as the service is split over three sites.. The post also requires frequent light physical effort for several short periods when taking deliveries of IT equipment

Postholder works on own initiative manages their own work-load, is a specialist for own area of work and has significant discretion to work within agreed policies and procedures.
