With a medicines expenditure of around £305 million per annum, the Medicines Management and Pharmacy Services (MMPS) CSU is critical to delivering world class clinical care across the full spectrum of patients for whom we care. We have 8 consultant pharmacists and many nationally renowned practitioners. Our services include licensed & unlicensed preparation of medicines, we are one of four national pathfinders developing a licensed aseptic manufacturing hub. We hold Home Office, Wholesaler Dealers & Manufacturing Licenses to support sales to other organisations. We play a pivotal leadership role across our system through close relationships with NHSE, West Yorkshire and Leeds Place ICBs and with our provider collaborative WYAAT (West Yorkshire Association of Acute Trusts). We have shared posts with primary care & with higher education institutions.

Our Medicines Optimisation strategy focuses on providing patient centred safe care with medicines. The patient voice and feedback is heard directing innovation in services and we seek to continuously improve the patient experience. Medicines Optimisation is delivered by an empowered and engaged workforce comprising registered pharmacy professionals, pharmacy support workers, business & admin staff, scientists and a lead doctor and established nursing team.

Main duties of the job

Reporting to the Chief Operating Officer, and having professional accountability to the Chief Medical Officer, you will be an exceptional and inspirational individual who is strategically minded and has senior level experience leading innovative services and transformational improvement work. You will discharge the role of the Chief Pharmacist & Clinical Director working within a triumvirate (Clinical Director, General Manager and Head of Nursing) and with a well-established high performing senior leadership team of lead pharmacist clinicians. Already working as a Chief Pharmacist at a District General Hospital, or Deputy Chief Pharmacist at a Teaching Hospital, you will be credible at all levels within and outside the Trust. You will be a naturally engaging leader of the MMPS workforce; you will be capable of working closely with internal stakeholders such as Executive Directors, senior managers and clinicians; and you will have a proven track record of building effective relationships and partnerships within the healthcare system at local, regional and national level.

The successful candidate will be able to demonstrate their ability to commit to and role model our Leeds Way Values and apply our continuous improvement methodology, The Leeds Improvement Method.

Job responsibilities

The post holder is employed by Leeds Teaching Hospitals NHS Trust and will work across all our hospital sites, with the main focus at St James University Hospital and Leeds General Infirmary. He/she will deliver the requirements of a Chief Pharmacist as defined in Section 67(4) Medicines Act 1968 (defining the role of a Chief Pharmacist) and as set out in the GPhC Standards for Chief Pharmacists (Jan 2025):

Have management accountability for the delivery of pharmacy services in accordance with the Trust Strategic Plan, the LTH Medicines Optimisation Strategy and ensure that transformation of services is undertaken through Leeds Improvement Method.

Have accountability for governance and assurance within the Medicines Management and Pharmacy Service.

Provide specialist expertise and, delegated from the Chief Executive and reporting through the Chief Medical Officer, have corporate responsibility across the Trust for all aspects of Medicines Optimisation, including associated standards required by regulators, commissioners and other authoritative bodies such as NICE, General Pharmaceutical Council, Royal Pharmaceutical Society etc.

Provide professional leadership for the pharmaceutical services provided to the Trust and other external customers. This includes performing the duties and responsibilities of the Superintendent Pharmacist, as required by the pharmacy regulator, the General Pharmaceutical Council. Provide professional leadership and work in collaboration with senior pharmacists across West Yorkshire Association of Acute Trusts (WYAAT) and the West Yorkshire Integrated Care System and the Leeds ICB.

Ensure that services provided are progressive, responsive to internal and external demand, are patient focused, safe, efficient and effective.

Ensure that the CSU workforce is empowered, supported in development and succession planning, trained in quality improvement methodology and the culture values people following the Leeds Way Values.

Have accountability for the audit and delivery of all aspects of the pharmacy service against agreed standards and legislation (e.g. Section 67(4) Medicines Act 1968, GPhC Standards for Hospital Pharmacy, GPhC Standards for Chief Pharmacists, CQC Quality Standards) and for the co-ordination and implementation of research and development activity within Medicines Optimisation.

Key Priorities

Clinical leadership in transforming the way the Trust handles medicines, in every respect, to optimise their use. The expectation is engagement at the highest levels strategically, as well as operationally.

Clinical leadership for all aspects of Medicines Optimisation within the Trust, across WYAAT, the West Yorkshire ICS and across the Leeds Place, and beyond to other local health communities.

Continuing to develop the Medicines Optimisation strategic plan to align MMPS services to meet Trust-wide needs to drive both quality improvement and productivity gains.

Leading and implementing the consequent transformational change.

Working with commercial partners to deliver operational efficiencies.

Enabling excellent partnerships with NHS England and local commissioners while also building relationships with primary care providers such as GPs and Community Pharmacists as new clinical leadership structures emerge.

Working with NHS England and local commissioners to deliver on commissioning intention requirements in respect of high cost medicines and associated QIPP and CQUIN targets.

Evaluating partnerships to grow research potential, through Bradford and Leeds Universities and the local Health Innovation Network.

Lead the development of the workforce through implementing professional career frameworks as these are developed by NHS England and relevant professional bodies.
