2. JOB PURPOSE/SUMMARY
To
manage all day-to-day aspects of the local delivery of a comprehensive and
high-quality library and knowledge service to NHS staff and learners within
the Trust
The
post-holder is responsible for the operational management and development of
library services delivered locally to Trust staff both virtually and from our
library sites. This includes
responsibility for managing library site premises, resources, IT equipment,
and line management of library assistants.
The
post-holder also has a responsibility for the joint delivery of NHS-HE
library service at St. Jamess University Hospital, providing senior
professional input to overall service development.
This
post-holder plays a leading role within the Library and Knowledge Service
team on delivering user resource discovery training and information skills
training, purchasing and managing journal subscriptions and library
resources, including books and electronic resources, and specifically focuses
on clinical staff engagement to publicise and market library services.
This
is a front-line, user facing post within the Library and Knowledge
Service. The post focuses on
delivering a professional library service to all Trust staff. The Site Librarian will also deputise for
the Library and Knowledge Service Manager in their absence.
3.
PRINCIPAL DUTIES & AREAS OF
RESPONSIBILITY
To
manage all day-to-day, operational aspects in the delivery of library
services at one or more library sites. (Including registration and training
of library users, document supply, resource discovery, health and safety,
operating procedures, etc.)
To
be responsible for the selection, procurement and marketing of library
resources and materials
To
provide a user focused and responsive library service and to ensure user
enquiries, feedback and complaints are dealt with promptly and effectively.
To
advise and support users to undertake literature searches providing mediated
searches when requested.
To
effectively manage a delegated budget within defined budgetary limits and to
provide usage reports to the Library and Information Service Manager
To
take a lead role in the delivery of user training programmes
To
take a lead role in developing and maintaining relationships with clinical
staff
To
take a lead role in the marketing and promotion of library services and
resources
To
contribute to the yearly planning and development of team aims and key
performance indicators in line with Trust and departmental aims and
objectives.
To
collect, collate and interpret service user feedback and service usage
statistics.
To
attend meetings, working groups, project meetings, as appropriate to
represent the library team
To
create and distribute user guides and marketing material to current and
potential library users
To
catalogue library materials using appropriate classification schemes
To
deputise for the Library and Information Service Manager as required and to
maintain the local library service in their absence
To
line manage the library assistants and support their development and health
and wellbeing
To
liaise with the University of Leeds library staff to effectively manage the
delivery of the library service at St. James University Hospital
To
maintain a good understanding of emerging developments and trends in health
librarianship and apply or share these as appropriate.

6. INFECTION CONTROL
The
jobholder must comply at all times with the Leeds Teaching Hospitals NHS
Trust Infection Control policies, in particular by practising Universal
Infection Control Precautions. Hand hygiene must be performed before and
after contact with patients and their environment.
7. HEALTH AND SAFETY / RISK MANAGEMENT
All
staff are responsible for working with their colleagues to maintain and
improve the quality of services provided to our patients and other service
users. This includes complying at all times with the Leeds Teaching
Hospitals NHS Trust Policies, including Health and Safety policies, in
particular by following agreed safe working procedures, and reporting
incidents using the Trust Incident Reporting system.

WORKING CONDITIONS
i)
PHYSICAL EFFORT:
Extensive use of computer keyboard and
mouse for input and manipulation of library catalogue and user data,
production of newsletters promotional material etc.
Use of general office equipment eg
printer, photocopier;
Moving and shelving books/journals etc.;
using library trolley, kick-stool etc. Occasional moving of boxes of books when
receiving delivery.
ii) MENTAL EFFORT:
Frequently:
Input and verification of library data
catalogue records and user records. Checking of stock against inventory;
Verification of details of library
transactions issue and return of books, reservations, inter-library loans,
overdues etc.
Provides first-line enquiry service to
users so must find information and respond appropriately to the specific user
or situation must assess whether to handle the enquiry themselves or refer
it to colleagues.
Required to trouble-shoot on library IT
and office equipment must assess when/if to refer to IT helpdesk.
Provides first-line help for users having
difficulty in using electronic resources must assess when/if to refer to colleagues.
Must be able to change tasks to deal with
enquiries as they occur and then resume own work at point where interruption
occurred.
iii)
EMOTIONAL EFFORT:
May encounter distressing
material/content in library materials or electronic resources used for
enquiries or in helping users or downloaded by users onto library PCs.
iv)
WORKING CONDITIONS:
Office environment. Uses VDU throughout
working day input of data, issue/discharge of books etc.
May encounter occasional verbal hostility
from users.
The post-holder will be required to
attend meetings and will be required to work at sites other than that at
which they are based to maintain continuity and integrity of the library and
information service within the Trust.
