a key role in the operation and asset management of the Trusts estate which,
at over 500,000 sq. meters, is one of the largest and most complex in the
country.

Teaching Hospitals in a key role to support the challenge of delivering the
highest standards of care for our patients through the provision of a safe
environment.
The
Estates Officer shall have a mechanical background and possess good computer
and IT skills. The Estates Officer shall have responsibility for the Estate
Asset Management to enable a fully auditable multi-disciplinary estates service
through ensuring an asset captured estate. Manage the RESET certification,
control of contactors competence-verification system. The successful applicant
will join a team who provide engineering coverage to the hospital 24 hours per
day, 365 days a year.
Main duties of the job
Based
at the Leeds General Infirmary Hospital the successful candidate will provide
an integral role within the Estates structure. Working alongside the wider
estates management team amongst a variety of disciplines the successful
candidates will;
Undertake management duties
relevant to the maintenance of the larger Estate, to include the maintenance
and repair of all building fabric, utilities and engineering services, across
the Trust. To provide technical support in resolving complex and multifaceted
issues with regard to the Estate.
On a daily basis, Asset Capture
& review the estates plant, equipment & infrastructure through the
works management system. To ensure the Trust have a fully comprehensive asset
list to achieve a fully maintained auditable estate.
Daily Manage the Trusts Reset
system, ensuring all contractors records are in compliance with the
requirements of the Trust.
Deputise for the Estates Manager
(Operations) or other Estates Officers and act as a Trust representative in
the absence or as the need arises by Senior Estates Management team.
Manage directly employed labour,
providing discipline and support with respect to personal, work and
performance related issues in line with current Trust policies and
procedures.
Ensure safe systems of work in line
with HTMs and recognised codes of practice.

Manage and distribute reactive
workflow across the Trust utilising the Works Management system
To communicate effectively with all
stakeholders, senior managers, external contractors and agencies in relation
to Estates issues utilising written and/or verbal communication methods to
ensure standards of service delivery are managed and monitored appropriately
at all times
To ensure that job descriptions are
amended/updated to comply with the requirements of ISO9001:2000, HTMs,
working practices and Permit to Work Systems
Carry out induction of new starters
and the training of apprentices and tradesmen/technicians as necessary.
Carryout dynamic and generic risk
assessments for all elements of reactive and planned work including manual
handling assessments.
Manage and complete electronic
records for Legionella and Pseudomonas inline with HTM 04 and ACOP L8 and
Trust Policy.
Managing as team leader and
co-ordinator across all disciplines, effectively organising resources
including staff and contractors, transportation and materials (including
requisition supply, deployment and security) of materials on site. Manage and
ensure that the correct procedures and paperwork are correctly carried out in
accordance with relevant requirements. Act as the point of contact in the
absence of an Estates Manager (Operations).
Maintaining standards of discipline
and perform staff appraisals, disciplinary/attendance management
investigations and associated management cases.
Responsible for satisfactory
time-keeping and conduct of staff.
Utilise works management
computerised system for planned maintenance and repair work, adjusting for
levels of staff and update all plant information and records as appropriate.
Update and maintain asset
information, service scheduling and produce detailed job descriptions inline
with statutory guidance
Maintain and develop Health &
Safety systems to meet the requirements of the Trust ensuring acceptable
standards of productivity and quality of workmanship in the execution of
programmes of work. Ensuring all staff observe statutory and other mandated
requirements, in particular those related to health and safety.
Manage maintenance and minor
capital works projects.
Organise, plan and oversee the work
of external contractors.
Promote co-operation and
versatility of craft technicians and departments e.g. Multi-skilling.
Ensuring training requirements in
relation to craftsman/technicians and apprentices are met in accordance with
guidance issued by the Trust. Learn new techniques and undergo training as
necessary. Carrying out duties within the employees competence as occasionally
required by the service.
Referring and reporting to
immediate superior surveys and audits, such as technical and option
appraisals as required. Provide first line customer contact in dispute
resolutions.
Participate in appropriate
on-call/shift rotas, subject to appropriate negotiations and be prepared to
work such hours that may be required in an emergency.
Carry Trust communication devices
to facilitate immediate response to urgent requests and emergency breakdowns.
Respond to switchboard alarms. eg. fire calls, passenger lift trappings,
medical gas alarms.
Carry out fault diagnosis and
interpret technical information to formulate solutions to improve equipment
and service performance as appropriate.
Implement policies for
improvements to maintenance service
Liaison with other disciplines and
departmental heads for service arrangements and access.
Organise the calibration of test
